A German auto parts manufacturer announced Tuesday that it plans to build a $39 million plant in Dublin that will bring 178 new jobs. The company, Edrich Umformtechnik GmbH & Co., will make brake pistons and metal stampings, said Cal Wray, president of the Dublin-Laurens County Development Authority. Some of its customers include BMW, Meredes-Benz and Volvo.
The 130,000-square-foot plant will be built in the I-16 Industrial Park at the corner of Interstate 16 and Ga. 257, Wray said. Construction will begin in May or June, and the company has targeted March 2013 as a completion date.
Dublin and Laurens County has been hit hard by job losses in recent years, including the loss of more than 1,000 textile jobs.
“I think this is the first of some good things to come,” Wray said. “We’re seeing our work of the last five years paying off.”

A BILL TO BE ENTITLED
AN ACT
To amend Chapter 36 of Title 50 of the Official Code of Georgia Annotated, relating to verification of lawful presence within the United States, so as to clarify that postsecondary education is a state and local public benefit; to reserve postsecondary education benefits to citizens and lawfully present and eligible aliens; to require verification of the eligibility for such applicants for such benefits through the federal SAVE program; to provide for related matters; to repeal conflicting laws; and for other purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
Chapter 36 of Title 50 of the Official Code of Georgia Annotated, relating to verification of lawful presence within the United States, is amended by revising Code Section 50-36-1, relating to verification requirements, as follows:
"50-36-1.
(a) As used in this Code section, the term:
(1) 'Agency or political subdivision' means any department, agency, authority, commission, or government entity of this state or any subdivision of this state.
(2) 'Applicant' means any natural person, 18 years of age or older, who has made application for access to public benefits on behalf of an individual, business, corporation, partnership, or other private entity.
(3)(A) 'Public benefit' means a federal benefit as defined in 8 U.S.C. Section 1611, a state or local benefit as defined in 8 U.S.C. Section 1621, a benefit identified as a public benefit by the Attorney General of Georgia, or a public benefit which shall include the following:
(i) Adult education;
(ii) Authorization to conduct a commercial enterprise or business;
(iii) Business certificate, license, or registration;
(iv) Business loan;
(v) Cash allowance;
(vi) Disability assistance or insurance;
(vii) Down payment assistance;
(viii) Energy assistance;
(ix) Food stamps;
(x) Gaming license;
(xi) Health benefits;
(xii) Housing allowance, grant, guarantee, or loan;
(xiii) Loan guarantee;
(xiv) Medicaid;
(xv) Occupational license;
(xvi) Postsecondary education;
(xvii) Professional license;
(xvii)(xviii) Registration of a regulated business;
(xviii)(xix) Rent assistance or subsidy;
(xix)(xx) State grant or loan;
(xx)(xxi) State identification card;
(xxi)(xxii) Tax certificate required to conduct a commercial business;
(xxii)(xxiii) Temporary assistance for needy families (TANF);
(xxiii)(xxiv) Unemployment insurance; and
(xxiv)(xv) Welfare to work.
(B) Each year before August 1, the Attorney General shall prepare a detailed report indicating any additional 'public benefit' that may be administered in this state as defined in 8 U.S.C. Sections 1611 and 1621 and whether such benefit is subject to SAVE verification pursuant to this Code section. Such report shall provide the description of the benefit and shall be updated annually and distributed to the members of the General Assembly and be posted to the Attorney General's website.
(b) Except as provided in subsection (d) of this Code section or where exempted by federal law, every agency or political subdivision shall verify the lawful presence in the United States of any applicant for public benefits.
(c) This Code section shall be enforced without regard to race, religion, gender, ethnicity, or national origin.
(d) Verification of lawful presence under this Code section shall not be required:
(1) For any purpose for which lawful presence in the United States is not required by law, ordinance, or regulation;
(2) For assistance for health care items and services that are necessary for the treatment of an emergency medical condition, as defined in 42 U.S.C. Section 1396b(v)(3), of the alien involved and are not related to an organ transplant procedure;
(3) For short-term, noncash, in-kind emergency disaster relief;
(4) For public health assistance for immunizations with respect to immunizable diseases and for testing and treatment of symptoms of communicable diseases whether or not such symptoms are caused by a communicable disease;
(5) For programs, services, or assistance such as soup kitchens, crisis counseling and intervention, and short-term shelter specified by the United States Attorney General, in the United States Attorney General's sole and unreviewable discretion after consultation with appropriate federal agencies and departments, which:
(A) Deliver in-kind services at the community level, including through public or private nonprofit agencies;
(B) Do not condition the provision of assistance, the amount of assistance provided, or the cost of assistance provided on the individual recipient's income or resources; and
(C) Are necessary for the protection of life or safety; or
(6) For prenatal care; or
(7) For postsecondary education, whereby the Board of Regents of the University System of Georgia or the State Board of Technical and Adult Education shall set forth, or cause to be set forth, policies regarding postsecondary benefits that comply with all federal law including but not limited to public benefits as described in 8 U.S.C. Section 1611, 1621, or 1623.
(d.1) All policies of agencies or political subdivisions regarding postsecondary education benefits shall comply with federal law as described in 8 U.S.C. Section 1623.
(e) An agency or political subdivision providing or administering a public benefit shall require every applicant for such benefit to execute a signed and sworn affidavit verifying the applicant's lawful presence in the United States, which affidavit shall state:
(1) The applicant is a United States citizen or legal permanent resident 18 years of age or older; or
(2) The applicant is a qualified alien or nonimmigrant under the federal Immigration and Nationality Act, Title 8 U.S.C., as amended, 18 years of age or older lawfully present in the United States and provide the applicant's alien number issued by the Department of Homeland Security or other federal immigration agency.
If an applicant for postsecondary education benefits is under 18 years of age, the applicant shall be required to execute the signed and sworn affidavit within 30 days following such applicant's eighteenth birthday to continue the enrollment process or attendance at a public postsecondary educational institution.
(f) For any applicant who has executed an affidavit that he or she is an alien lawfully present in the United States, eligibility for public benefits shall be made through the Systematic Alien Verification of Entitlement (SAVE) program operated by the United States Department of Homeland Security or a successor program designated by the United States Department of Homeland Security. Until such eligibility verification is made, the affidavit may be presumed to be proof of lawful presence for the purposes of this Code section.
(g) Any person who knowingly and willfully makes a false, fictitious, or fraudulent statement of representation in an affidavit executed pursuant to this Code section shall be guilty of a violation of Code Section 16-10-20.
(h) Verification of citizenship through means required by federal law shall satisfy the requirements of this Code section.
(i) It shall be unlawful for any agency or political subdivision to provide or administer any public benefit in violation of this Code section. On or before January 1 of each year, each agency or political subdivision which administers any public benefit shall provide an annual report to the Department of Community Affairs that identifies each public benefit, as defined in subparagraph (a)(3)(A) of this Code section, administered by the agency or political subdivision and a listing of each public benefit for which SAVE authorization for verification has not been received.
(j) Any and all errors and significant delays by SAVE shall be reported to the United States Department of Homeland Security.
(k) Notwithstanding subsection (g) of this Code section, any applicant for public benefits shall not be guilty of any crime for executing an affidavit attesting to lawful presence in the United States that contains a false statement if said affidavit is not required by this Code section.
(l) In the event a legal action is filed against any agency or political subdivision alleging improper denial of a public benefit arising out of an effort to comply with this Code section, the Attorney General shall be served with a copy of the proceeding and shall be entitled to be heard.
(m) Compliance with this Code section by an agency or political subdivision shall include taking all reasonable, necessary steps required by a federal agency to receive authorization to utilize the SAVE program or any successor program designated by the United States Department of Homeland Security or other federal agency, including providing copies of statutory authorization for the agency or political subdivision to provide public benefits and other affidavits, letters of memorandum of understanding, or other required documents or information needed to receive authority to utilize the SAVE program or any successor program for each public benefit provided by such agency or political subdivision. An agency or political subdivision that takes all reasonable, necessary steps and submits all requested documents and information as required in this subsection but either has not been given access to use such programs by such federal agencies or has not completed the process of obtaining access to use such programs shall not liable for failing to use the SAVE program or any such successor program to verify eligibility for public benefits.
(n) In the case of noncompliance with the provisions of this Code section by an agency or political subdivision, the appropriations committee of each house of the General Assembly may consider such noncompliance in setting the budget and appropriations.
(o) No employer, agency, or political subdivision shall be subject to lawsuit or liability arising from any act to comply with the requirements of this chapter."
SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.

Louisiana's Governor pushes vouchers and tenure reform.
Newt Gingrich wants the U.S. to return to the moon, but as challenges go he has nothing on Louisiana Governor Bobby Jindal's school reform plans.
Mr. Jindal wants to create America's largest school voucher program, broadest parental choice system, and toughest teacher accountability regime—all in one legislative session. Any one of those would be a big win, but all three could make the state the first to effectively dismantle a public education monopoly.
Louisiana is already one of 12 states (including Washington, D.C.) that offer school vouchers, but its program benefits fewer than 2,000 students in New Orleans.

Gov. Bobby Jindal took his message of public education reform to the Capital Region business community this morning, urging executives and others in attendance at the Business ReportPower Breakfast to "get off the bench" and join the fight for reform.
While acknowledging progress in public education outcomes have been made over the past decade, Jindal says improvements are not happening fast enough. He urged those in attendance at the Crowne Plaza to contact their legislators and ask them to support his reform agenda.
"Many of us in this room have the means to afford choice; why shouldn't everyone in this state, regardless of income level, have that choice?" Jindal asked. "This is not about us. This is about the children, and we can't afford to wait any longer. We can't afford to lose another generation of children so that we can satisfy the coalition of the status quo."
Jindal has made frequent public appearances over the past week to outline his public education agenda and to criticize those—especially teacher unions—who do not support the expansion of charter schools and vouchers, and do oppose teacher tenure reform and increasing decision-making authority for school principals and district officials.
"Who should make the decision when it comes to educating children: parents, or bureaucrats in Washington [D.C.] or in Baton Rouge?" Jindal asks.
The governor also used the speech to present his vision for reforming the state retirement system, which is currently saddled with an unfunded accrued liability of $18.5 billion.
The plan does little to reduce that deficit, but his package—modeled largely after most private sector retirement options—would, if enacted, keep the UAL from growing, he says.
If approved, the overhaul of the state's retirement system would not impact those employees or retired state workers currently in the system, but would largely be directed at new hires.
The Power Breakfast, which annually serves as the unofficial kickoff to the business year in Baton Rouge, attracted more than 400 business, education and community leaders.

He brought up the subject of the poor in a CNN interview marking his big win in Florida's GOP primary Tuesday night, a major step toward becoming the party's challenger to President Barack Obama in the fall. A multi-millionaire former venture capitalist, Romney has been criticized by Democrats and his Republican rivals alike for earlier remarks seen as insensitive, such as saying "I like being able to fire people" and declaring that he knew what it was like to worry about being "pink-slipped" out of a job. "I'm not concerned about the very poor." he said Wednesday. "We have a safety net there. If it needs repair, I'll fix it. I'm not concerned about the very rich. They're doing just fine. I'm concerned about the very heart of America, the 90-95 percent of Americans who right now are struggling." Asked whether his comment about the poor might come across as odd to some, Romney reiterated. "We will hear from the Democrat party the plight of the poor and there's no question, it's not good being poor, and we have a safety net to help those that are very poor," Romney said, adding that he's more worried about the unemployed, people living on Social Security and those struggling to send their kids tocollege. "We have a very ample safety net and we can talk about whether it needs to be strengthened or whether there are holes in it. But we have food stamps, we have Medicaid, we have housing vouchers, we have programs to help the poor," Romney said. MIAMI -- If you listened carefully to Newt Gingrich's "concession" speech tonight, you heard the first strains of what could be an independent, third-party run for the White House if he doesn't get the Republican nomination.Gingrich vowed that he would not henceforth run a "Republican campaign but a people's campaign" -- raising the specter, at least rhetorically, that his vision of his role in American history is too large and personal to be contained by a mere political party.
The former House speaker gave his fans a detailed -- very detailed -- vision of what he would do in the first hours and minutes of his presidency. It was as if all the grubby business of running for president were secondary to his imaginative thoughts about how he would run the world starting on January 20, 2013.
Gingrich depicted his march to power as a matter of a personal, direct relationship between him and the voters.
"If I become your president, I pledge to you my life, my fortune and my sacred honor."
Gingrich's vaulting ambition knows no bounds, and so, perhaps, does his plan have no limits for how he is going to get from here to there in the presidential race.

Boehner tells GOP to 'relax' over long primary battle

Boehner has resisted frequent entreaties for him to weigh in on the nominating battle, but on Wednesday he briefly chimed in to downplay concerns that the primary process would damage the party’s ability to win the White House in November.
“I understand that people are concerned about how long the primary process is dragging out,” Boehner told reporters after a House GOP conference meeting. “I would remind people that President Obama and Secretary of State Hillary Clinton had a fight that went through June of 2008.
“So I think everybody just needs to relax and this will resolve itself,” the Speaker said.
Democrats have countered the argument that a long primary would strengthen the Republican nominee as it did Obama, pointing to polling data showing much lower enthusiasm among GOP voters for their party’s candidates than among Democrats for Obama and Clinton four years ago.
Boehner and other House GOP leaders have stayed neutral in the primary fight. Within the leadership team, only Conference Chairman Jeb Hensarling (Texas) endorsed a candidate, and his pick, Texas Gov. Rick Perry, has dropped out of the race.
House Majority Leader Eric Cantor (R-Va.) has said he might endorse a candidate, and he has expressed hopes the primary can wrap up sooner rather than later.

Obama Fundraising Advantage Disappearing

Every presidential election, there's a new development that changes the nature of campaigns that one party, often the one out of power, takes advantage of. In 2008, it was the Obama team's impressive use of social media to connect with new young voters and expand the electorate. In 2004, it was the Bush campaign's savvy use of microtargeting technologies to identify narrow slices of the electorate, and get them to show up and vote Republican.
This year, it's the Republicans' adept and aggressive use of super PACs to even the financial playing field, blunting the often-massive money advantages that an incumbent president has at his disposal. With the emergence of American Crossroads, Crossroads GPS and Restore Our Future, a well-stocked Romney super PAC, the Obama fundraising juggernaut no longer looks so imposing. If Romney is the Republican nominee, he won't be overwhelmed with a wave of negative advertising, and will have the resources to fight back.
Take a look at the end-of-year numbers. The Obama campaign ended the year with $81.8 million cash-on hand - a very strong total. But the outside Democratic groups, especially the party's newly-created super PACs, haven't given him much assistance in the way of reinforcements. The Democratic National Committee has $12.6 million cash-on-hand to assist. But Priorities USA banked a meager $1.5 million, receiving money from just 42 individual donors in the last six months. The party's Congressional super PACs - Majority PAC and House Majority PAC -- also didn't bank much, $1.3 million and $1.17 million, respectively.
Meanwhile, the Romney campaign ended the year with $19.9 million in the bank, far less than the president's cash haul. But when you add in the outside groups, he's about at even strength. Romney's super PAC, Restore Our Future, banked $23.6 million at the end of the year, thanks to funding from venture capitalists aligned with Romney. American Crossroads, which is poised to play an outsized role in the presidential race, ended the year with $15.6 million cash-on-hand. And the RNC ended the year with more cash-on-hand than the DNC, banking $20 million. All told, that adds up to $79.1 million - and it doesn't include the cash-on-hand from Crossroads GPS, which doesn't file with the Federal Election Commission. But based on Crossroads' announced fundraising totals, it's logical to assume that they have around $15 million on-hand.
That brings the combined Obama + Democratic outside group totals to $98.3 million cash-on-hand, with the GOP groups tallying $94.1 million. Take out the Democratic groups strictly devoted to Congressional activities, and it's a virtual financial tie. With labor and environmental groups poised to help Obama's re-election, Democrats still could hold a narrow edge. But it's hardly the cash advantage that would allow Team Obama to run negative advertising uncontested against Romney, without an aggressive response.
It's a far cry from the vision of a billion-dollar Obama re-election campaign bankroll that Democratic strategists are now downplaying. And it shows that the amount of time Democrats spent complaining and attacking the liberalized campaign finance laws before the 2010 midterms would have been better spent preparing for an infrastructure utilizing super PACs to their advantage. Priorities USA, headed by former White House spokesman Bill Burton, hasn't yet shown it can compete with American Crossroads so far - and time is running short.
President Obama has built up an imposing fundraising infrastructure. But thanks to the rise of the super PACs, it might not be enough to hold any kind of fundraising advantage in 2012.

As LifeNews reported, Komen says it is halting all grants because of public pressure from pro-life groups and due to the impending investigation in Congress of the Planned Parenthood abortion business. The policy makes it so no further Planned Parenthood grants will be given unless the investigation results in Planned Parenthood’s favor.
“I wanted to share some extremely discouraging news from a partner and longtime ally for women’s health — news that could have devastating consequences for women,” Planned Parenthood president Cecile Richards writes to top supporters of the abortion business in an email LifeNews received. “The Susan G. Komen for the Cure Foundation has announced that it will stop supporting lifesaving breast cancer screening for low-income and underserved women at Planned Parenthood health centers.”
“It’s a deeply disappointing decision — made even more alarming because politically motivated groups and individuals determined to undermine women’s access to care appear to have successfully intimidated the Susan G. Komen for the Cure Foundation to withdraw this critical support,” she said. “But when anti-choice groups began criticizing the Komen Foundation for partnering with Planned Parenthood, the foundation ended its support for Planned Parenthood health centers. We know our opponents put their ideology over women’s health and lives. What we never expected is that an ally like the Komen Foundation would choose to listen to them.”
The email asks for an “emergency donation” to the abortion business to replace the donations Komen sent.
Figures from August directly from the Komen for the Cure foundation show 18 affiliates of the breast cancer charity gave a total of more than $569,000 to the Planned Parenthood abortion business in 2010. That was down from the $731,303 Komen officials publicly confirmed in October 2010, when they acknowledged that 20 of the 122 Komen affiliates gave to Planned Parenthood during the 2009 fiscal year.

Meanwhile, pro-life advocates are celebrating the news — cautiously.
Susan Michelle of Bound4Life, a pro-life youth group that has highlighted the Komen-Planned Parenthood link, said Komen could resume donations if the Congressional probe turns out in Planned Parenthood’s favor.
“Citing the federal investigation of Planned Parenthood as the reason for the cutoff, Komen says it will no longer give money to the abortion provider—at least while Congress is investigating it. No statement has been made on if funding will continue if the investigation clears Planned Parenthood,” she said. “Though Komen says these public criticisms are not a factor in their choice to stop funding Planned Parenthood, it’s hard to believe that the pressure didn’t impact the decision.”
“While we have not received word that Komen still supports embryonic stem cell research, which is also a pro-life issue, we should be vocal in thanking Komen for this decision. In essence, it eliminates the middle man, allowing women who need real mammograms to call Komen and be directed to a place that actually does them. Komen’s funds haven’t changed—only where they give them,” Michelle added. “Today’s announcement isn’t given with permanence. Komen officials state they want to keep a “positive relationship” with Planned Parenthood, so that, along with their support of embryonic stem cell research, means we shouldn’t be running to sign up for a Race for the Cure quite yet, but we should positively reinforce what’s happening and thank Komen for this decision,” she said.

Top cancer foundation decides to cut ties with Planned Parenthood

The Susan G. Komen for the Cure Foundation has broken off a partnership through which it provided cancer screenings at Planned Parenthood clinics, The Associated Press reported Tuesday. Planned Parenthood blamed the political controversy over abortion rights.
“We are alarmed and saddened that the Susan G. Komen for the Cure Foundation appears to have succumbed to political pressure. Our greatest desire is for Komen to reconsider this policy and recommit to the partnership on which so many women count,” said Cecile Richards, president of Planned Parenthood Federation of America.Planned Parenthood said its clinics provided about 4 million screenings for breast cancer over the past five years, roughly 170,000 of which were supported by Komen grants.
Planned Parenthood said it has established an emergency fund to offset the loss of the Komen funds.
Komen told the AP that it ended its partnership with Planned Parenthood because of a congressional investigation into the organization. Republicans on the House Energy and Commerce Committee have requested detailed financial records from Planned Parenthood.

$5 Trillion and Change
Obama's four years have seen the four highest deficits since 1946.
The political strategy behind Obamanomics was always simple: Call for "stimulus" to rescue the economy, run up the debt with the biggest spending blitz in 60 years, and then when the deficit explodes call for higher taxes. The Congressional Budget Office annual review released yesterday shows this is all on track.
CBO reports that annual spending over the Obama era has climbed to a projected $3.6 trillion this fiscal year from $2.98 trillion in fiscal 2008, or more than 20%. The government spending burden has averaged 24% of GDP, up from an average of about 20%. This doesn't include the $2 trillion tab for ObamaCare.
All of this has increased the federal debt by about $5 trillion in a mere four years. Thanks to higher revenues, the federal deficit will decline to $1.08 trillion in 2012, or 7% of GDP. But that is still the highest deficit since 1946—except for the previous three years. In other words, the four years of the Obama's Presidency will mark the four highest years in spending and deficits as a share of the economy since Harry Truman sat in the Oval Office.

And don't forget the national debt held by the public—the kind we have to pay back. On President Obama's watch, CBO says public debt will climb this year to 72.5% of the economy from 40.3% in 2008. This isn't as high as Italy or Greece, but it's rising fast toward the 90% level that begins to debilitate an economy.
We pause from this gloom for some good news: Despite the abuse they've taken, House Republicans have made some fiscal progress. CBO estimates that overall federal spending in 2012 will grow by only $3 billion, or less than 1%, which compares with double digit increases during the Obama-Pelosi years. Republicans have also tried to reform entitlements, but Democrats wanted a $1 trillion tax hike ransom for even modest cuts, which was wisely rejected.
The other part of the fiscal story is that revenues have been in the tank for five years. In 2012 revenues will hit $2.52 trillion down from $2.57 trillion in 2007. Revenues are still only 16.3% of GDP, about two percentage points below the norm.
The drought has two main causes. First, the anemic recovery in jobs and investment isn't spinning off enough new output (1.7% growth last year) to boost tax receipts anywhere near their historic level.

Second, a series of non-stimulative tax cuts—tax rebates in 2008 and 2009, and payroll tax holidays in 2011 and this year—have depleted the Treasury with little economic benefit. These tax cuts don't change the incentive at the margin to work or invest, and they thus have little feedback effect in revenues from faster growth.
The most amusing part of the CBO's report is its projection that the deficit will fall to $269 billion by 2015, or a mere 1.5% of GDP, if current law holds. But this is a fiscal fantasy because current law never holds.
CBO predicts, for example, that all the Bush tax cuts will go away next year. The Alternative Minimum Tax will supposedly be allowed to hit 30 million tax filers (up from four million now) with an income as low as $75,000 a year. Under those assumptions total federal revenues rise by $1 trillion over the next three years, $1.5 trillion over five years, and $3.6 trillion over 10 years. You can't get anywhere near that level of revenues without a much bigger tax increase on the rich and the middle class, or an extended boom in the range of 5% to 6% annual growth.
Even the Keynesians who run CBO concede that the 2013 tax hike—on capital gains, dividends, estates and small business—would knock economic growth down to 1% next year and raise unemployment to 9.1% (from 8.5%). That means about 750,000 more jobless Americans. You can't have such a lousy economy and cut the deficit in half.
CBO also indulges in the fantasy that discretionary spending will fall by nearly $2 trillion over the next decade—with almost all the cuts after 2015. About $1.25 trillion of those cuts come from the automatic across-the-board reductions that Congress and Mr. Obama agreed to last year. But wait. More than half of those cuts will come from the military budget and even Defense Secretary Leon Panetta has said these reductions could be "devastating" to national security.
To sum it all up, CBO's facts plainly show that Mr. Obama has the worst fiscal record of any President in modern times. No one else is even close.

At a Congressional Budget Office hearing today, Rep. Bill Pascrell (D-New Jersey) complained about the loss of jobs in the public sector especially among police officers, firefighters, and teachers. At one point, he referred to the shooting of a police officer as evidence for his point.

WASHINGTON – President Obama's pledge to cut the deficit in half by the end of his first term will fall short, according to the latest economic outlook released Tuesday by the non-partisan Congressional Budget Office.

The president said in February 2009 that the $1.3 trillion deficit he inherited would be cut in half under his budget blueprint, but according to the CBO, the deficit in 2012 will continue to hover around $1 trillion, and fall to just under $1 trillion next year if current tax laws are extended, as expected. An overall sluggish economy is expected to continue with unemployment stuck around 8% through 2013.
Obama's deficit-cutting goal fell short in part because of opposition to his support of a tax increase on the wealthiest of Americans. Congressional Republicans used the report to criticize Obama's economic policies.
"Today's report is further confirmation that the president's record has failed to live up to his rhetoric," said Rep. Jeb Hensarling, R-Texas.

"I know that the economic policies that this President has put into place, working with Congress and then, when necessary, without Congress, have had the effect of reversing the most dramatic negative trend in employment since the Great Depression," Carney said.
The CBO outlook makes clear that congressional gridlock has played a key role in explaining why the long-term fiscal picture remains bleak.
Congress' inability to pass a long-term deficit reduction plan last year and ongoing partisan deadlock over how to overhaul the tax code and reform entitlement programs like Social Security and Medicare currently leaves no realistic option to achieve a balanced budget anytime over the next decade, according to the report.
CBO Director Douglas Elmendorf said one of the greatest drivers of deficit spending is the aging population and the rising costs of health care related to it.
Elmendorf said that the longer Washington waits to act, the tougher the problem will be to solve.
The CBO outlook is a precursor to the president's budget for fiscal year 2013, which he is scheduled to send to Congress on Feb. 13. Likewise, House Republican Budget Committee Chairman Paul Ryan, R-Wis., is expected to release a budget before Easter outlining Republican priorities.

BAGHDAD (Reuters) - Iraq executed 17 people on Wednesday, days after U.N. High Commissioner for Human Rights Navi Pillaycriticized Baghdad for carrying out a large number of executions and questioned the fairness of its judicial proceedings.
The Justice Ministry said the accused had been convicted of terrorism, armed robbery, kidnapping and murder. Ministry statistics indicated that Iraq executed 34 people in January.
"The Ministry of Justice is moving forward in carrying out fair punishment for criminals spilling Iraqi blood," Justice MinisterHassan al-Shimari said.
Pillay last week urged Iraq to halt executions, expressing concern about the transparency of court proceedings, due process and the fairness of trials.
She called the number of executions "terrifying" and said the death penalty could be imposed for 48 crimes including some related to non-fatal acts such as damage to public property.
Rights group Amnesty International has expressed concern about the use of the death penalty in Iraq. Human Rights Watch said in January that Iraq risked sliding back into authoritarian rule.
Executions were suspended after Saddam Hussein was ousted in 2003 but reintroduced in 2004 by Iraqi authorities who said the death penalty was needed to combat a wave of sectarian bloodshed and attacks by insurgents.

U.N. may be last chance for peace in Syria

(CNN) -- The U.N Security Council is considering the most important resolution yet on the brutal rule of terror that Syrian dictator Bashar al-Assad has unleashed on his people. The resolution, proposed by Morocco and supporting the Arab League's plan, calls for al-Assad to leave power as the first step of a transition toward democracy.
Yet even while U.N. deliberations are taking place, al-Assad is desperately trying to quash the protest movement by escalating violence to an unprecedented degree. Several Damascus suburbs have already been invaded by tanks and armored vehicles, while residential neighborhoods have been continually hit by mortars. In the rural areas of Homs, Hama, Idlib, Dera and Deir Ezzor provinces, clashes between loyalist troops and rebels are daily occurrences, with loyalist forces indiscriminately shelling protest hubs.
In the city of Homs, there are signs a full-scale attack is in the works against restive neighborhoods. The escalation of the bombardment of different neighborhoods seems designed to drive as many residents out before loyalist forces intensify their attacks, practically razing these areas to the ground.
Al-Assad is taking advantage of every moment of debate to perpetrate massacres. Indeed, his recent call on loyalists to continue to form local units to support the army and the security forces in their ongoing crackdown against protesters comes as a clear indication of the increasing difficulty the regime is facing.

Without external support, the protest movement has proven impossible to defeat, even for al-Assad's machine of oppression, deemed by international human rights organizations as one of the worst in the Middle East. Ragtag defectors from the Syrian army and other civilians who have joined them have had to fight back.
Al-Assad is leaving his opponents with little choice. Either they have to settle for his version of reform, forever keeping the Syrian president and his inner circle in power and above the law, or, as he said recently, they are "terrorists" and will be struck with an "iron fist." Al-Assad's best defense at this stage is to play the hackneyed hand of dictators in the region threatening radicalism and sectarian strife. Only Russia and Iran still support this tactic.

With a Security Council resolution in hand, the world might have one final chance at imposing a peaceful resolution. After more than 5,000 people killed in 10 months of protest, the international community cannot continue to stand idly by.
If Russia exercises its veto at the Security Council on Thursday, the United States should call for an international conference on Syria, with the Arab League, the Islamic Conference, NATO, Japan, India, Brazil and all concerned states. This would be a viable path to legitimate multilateral action while circumventing the Russian veto. In fact, the United States should make clear to Russia immediately that in the event of a Russian veto, it will convene an international conference, so that any Russian veto will be a hollow gesture.
Syrian opposition coalitions, such as the Syrian National Council and the Antalya Conference for Change, and prominent independent dissidents should also be invited, so that they can endorse the outcome and legitimatize any international actions against the Syrian regime.

It can stand behind democratic aspirations fully, or it can continue to rely on 19th-century notions of power politics and influence.

A U.S. representative is meeting separately with members of the United Nations Security Council concerning a potential international response to the alleged Iranian plot to assassinate the Saudi Arabian ambassador on U.S. soil, the State Department said today.
America's U.N. ambassador, Susan Rice, is meeting with member nations today as part of the U.S. government's effort to "unite world opinion" against Iran, in the words of Vice President Joe Biden.
Biden said today that "nothing has been taken off the table" when it comes to America's possible response to the alleged plot.
"It is an outrageous act that the Iranians are going to have to be held accountable," Biden told ABC News' "Good Morning America". "This is really over the top."

Iran 'Directed' D.C. Terror Plot, U.S. Says Watch Video
U.S. Attorney General Eric Holder announced Tuesday the DEA and FBI had disrupted a plot "conceived, sponsored and... directed from Iran" to murder the Saudi Arabian ambassador to the U.S. in or outside a crowded Washington, D.C. restaurant which potentially would have been followed up by bombings of the Saudi Arabian and Israeli embassies. The U.S. said an Iranian-American, 56-year-old Manssor Arbabsiar of Corpus Christi, Texas, was working for elements of the Iranian government when he attempted to hire hitmen from the feared Zetas Mexican drug cartel to carry out the hit, but Arbabsiar was unwittingly speaking to a DEA informant from the start.

Senior Obama administration officials had previously told ABC News the U.S. response would not include the possibility of an armed conflict with Iran and -- though a complaint filed in federal court directly tied Iran's elite Quds military unit to the plot -- there was no information that Iran's top leaders were aware or had any role.
White House spokesperson Jay Carney echoed Biden's comments to reporters this afternoon, saying all options are on the table, but said that "in dealing with Iran, we are clearly focused on working through economic measures -- sanctions -- as well as diplomatic measures to isolate Iran."
The U.S. Treasury Department announced Tuesday sanctions against five Iranians allegedly tied to the plot and additional sanctions today against an airline company allegedly linked to the Quds force.
Speaking in London, Saudi Arabia's former intelligence chief and ambassador to the U.S., Prince Turki al-Faisal, said, "somebody in Iran will have to pay the price, and that price will have to be on the terms acceptable to the norms and practices in Iran and other countries," according to a Reuters report.

A lawyer for Arbabsiar has not returned requests for comment, but the man's wife, Martha Guerrero, said he was wrongly accused.
"I may not be living with him being separated, but I cannot for the life of me think that he would be capable of doing that," she told ABC News' Austin affiliate KVUE, noting the two had been separated some time. "He was at the wrong place at the wrong time. I'm sure of that."
Iranian officials have strongly rejected the U.S. accusations, calling them a "fabrication." The head of the Iranian mission to the United Nations penned a letter Tuesday to U.N. Secretary General Ban Ki-moon expressing "outrage" at the allegations.
"The U.S. allegation is, obviously, a politically-motivated move and a showcase of its long-standing animosity towards the Iranian nation," the letter says. "The Islamic Republic of Iran categorically and in the strongest terms condemns this shameful allegation by the United States authorities and deplores it as a well-thought evil plot in line with their anti-Iranian policy to divert attention from the current economic and social problems at home and the popular revolutions and protests against United States long supported dictatorial regimes abroad."
Alleged Terror Plotter Claims He Was 'Directed By High-Ranking' Iranian Officials
The new case, called Operation Red Coalition, began in May when Arbabsiar unwittingly approached a DEA informant seeking the help of a Mexican drug cartel to assassinate the Saudi ambassador, according to counter-terrorism officials.
Arbabsiar reportedly claimed he was being "directed by high-ranking members of the Iranian government," including a cousin who was "a member of the Iranian army but did not wear a uniform," according to a person briefed on the details of the case.
Arbabsiar and a second man, Gohlam Shakuri, an Iranian official, were named in a five-count criminal complaint filed Tuesday afternoon in federal court in New York. They were charged with conspiracy to kill a foreign official and conspiracy to use a weapon of mass destruction, a bomb, among other counts. Shakuri is still at large in Iran, Holder said.
Holder identified Shakuri as an Iran-based member of the Quds force.
Arbabsiar, a naturalized U.S. citizen, expressed "utter disregard for collateral damage" in the planned bomb attacks in Washington, according to officials.
The complaint describes a conversation in which Arbabsiar was allegedly directing the informant to kill the Saudi ambassador and said the assassination could take place at a restaurant. When the informant feigned concern about Americans who also eat at the restaurant, Arbabsiar said he preferred if bystanders weren't killed but, "Sometimes, you know, you have no choice, is that right?"
U.S. officials said Arbabsiar met twice in July with the DEA informant in the northern Mexico city of Reynosa, across the border from McAllen, Texas, and negotiated a $1.5 million payment for the assassination of the Saudi ambassador. As a down payment, officials said Arbabsiar wired two payments of $49,960 on Aug. 1 and Aug. 9 to an FBI undercover bank account after he had returned to Iran.
Officials said Arbabsiar flew from Iran through Frankfurt, Germany, to Mexico City Sept. 29 for a final planning session, but was refused entry to Mexico and later put on a plane to New York, where he was arrested.
Officials said Arbabsiar is now cooperating with prosecutors and federal agents in New York, where the case has been transferred.
"Though it reads like the pages of a Hollywood script, the impact would've been very real and many lives would've been lost," FBI Director Robert Mueller said of the foiled plot.

Five men arrested in November in connection with a plot to blow up the only bridge connecting the island of Bahrain with Saudi Arabia and to assassinate Bahraini politicians are allegedly tied to Iran's Revolutionary Guard and reportedly received military training in Syria, according to information leaked to the media by authorities.
The charges are the latest salvo in a regional struggle for power between Iran and the Arab Gulf states, including Saudi Arabia, and come just after the U.S. revealed an alleged plot by Iran's Revolutionary Guard to assassinate the Saudi ambassador to the U.S. in Washington, D.C.

Bahrain, a small, oil-rich island in the Persian Gulf that is home to the United States Navy's Fifth Fleet, has been rocked for nearly a year by anti-government protests in which dozens have died. Though its ruling family is Sunni, the majority of its population is Shiite Muslim. In March a Saudi-led Gulf military force was sent to Bahrain to back up local security forces. The establishment has accused Iran of exploiting the country's sectarian divide and inciting the protests that erupted in February, an accusation Iran has denied.

In November, authorities in Bahrain announced they had arrested the five alleged plotters, all Bahraini citizens, who were reportedly planning to blow up the King Fahd bridge, the main causeway linking Bahrain to Saudi Arabia, in addition to the Bahrain Interior Ministry and the Saudi embassy in Bahrain's capital, Manama. The men were also allegedly planning on assassinating Bahraini members of parliament and journalists.Four of the five men were arrested in neighboring Qatar as they were crossing by car en route to Iran, according to a statement by the Bahrain ministry of interior. "They admitted to leaving Bahrain illegally, encouraged by others to head to Iran through Qatar and Syria, in order to establish an organization in Bahrain that would carry out terror attacks on vital infrastructure and target personalities," according to a November statement from the Bahraini Interior Ministry.

Officials: Bahrainis Trained in Syrian Camp
In new information leaked to al-Arabiya, a Saudi-backed pan-Arab cable channel, Bahraini authorities now claim that the men were arrested while en route to Iran to train with the Revolutionary Guard, the elite paramilitary force controlled by Iranian Supreme Leader Ali Khamenei, and to receive a religious fatwa for "defensive jihad" against the Bahraini establishment.Sources confirmed to ABC News that post-arrest interrogations had led to the new allegations, and also claimed that the men had spent time in a military training camp on the Lebanese-Syrian border, where they were reportedly taught how to blow up buildings and carry out assassinations. Experts believe the Iranian Revolutionary Guard, which is closely linked to the country's ruling clerics, established the camp in 1983 to train members of the then-nascent Lebanese paramilitary group Hezbollah. Both the Revolutionary Guard and Hezbollah are designated as terrorist organizations by the U.S. government.In November, Attorney General Eric Holder said that the U.S. had disrupted a plot to kill the Saudi ambassador to the U.S., and alleged that the plan was "conceived, sponsored [and] directed from Iran" by a faction of the government. A member of the Quds force of the Revolutionary Guard was charged in the criminal complaint.
The crisis in Syria has been seen as another important battleground between Iran and the Saudis, with Iran reportedly providing much needed financial assistance to the Syrian regime through its other regional ally Iraq, just as Saudi Arabia has led the Arab League's incremental isolation of the Assad regime.
The alleged plotters are set to appear in court in February. Though they acknowledge that they left Bahrain without going through the proper border authorities, the men deny the rest of the accusations.
The year-long unrest in Bahrain has killed at least 50 people. A report published in November by an independent panel of human rights experts appointed by Bahrain's king found that security forces used excessive force and used systematic torture in detention. The commission also found no evidence of a "clear link between the events in Bahrain and Iran."

Don Cornelius, creator of the long-running and pioneering TV dance show "Soul Train," shot himself to death Wednesday morning at his home, police said. He was 75.
Officer responding to a report of a shooting found Cornelius at his Mulholland Drive home at around 4 a.m., police said.
He was pronounced dead of a self-inflicted gunshot wound at 4:56 a.m. at Cedars-Sinai Medical Center, said Los Angeles County Assistant Chief Coroner Ed Winter.
"Soul Train" was one of the first U.S. shows to showcase African-Americans prominently, and it introduced television audiences to such legendary artists as Aretha Franklin, Marvin Gaye and Barry White.
The show began in Chicago as a local program in 1970 and aired nationally from 1971 to 2006, bringing the best rhythm & blues, soul and later hip-hop acts to TV and having teenagers dance to them. Cornelius was the first host and executive producer.
"There was not programming that targeted any particular ethnicity," Cornelius said in 2006, then added: "I'm trying to use euphemisms here, trying to avoid saying there was no television for black folks, which they knew was for them."
Cornelius, who was inducted into the Broadcasting and Cable Hall of Fame in 1995 and has a star on the Hollywood Walk of Fame, said in 2006 he remained grateful to the musicians who made "Soul Train" the destination for the best and latest in black music.
"I figured as long as the music stayed hot and important and good, that there would always be a reason for 'Soul Train,'" Cornelius said.
He stepped down as "Soul Train" host in 1993.
The Soul Train Awards Cornelius founded will return to the air after a two-year hiatus to recognize those who helped shape R&B music.
Record executive Antonio "L.A." Reid, singers Kenny "Babyface" Edmonds, Chaka Khan and Charlie Wilson will be honored on the two-hour music special scheduled to air Nov. 29. Actors Taraji P. Henson and Terrence Howard will co-host the awards.
