Fiscal conservatism is the economic philosophy of prudence in government spending and debt.[37] Edmund Burke, in his 'Reflections on the Revolution in France', argued that a government does not have the right to run up large debts and then throw the burden on the taxpayer:
...[I]t is to the property of the citizen, and not to the demands of the creditor of the state, that the first and original faith of civil society is pledged. The claim of the citizen is prior in time, paramount in title, superior in equity. BASICALLY, THE SAME THINGS OBAMA PREACHED ABOUT AS A SENATOR, HE DID THE EXACT OPPOSITE.

Why Is America’s Military Buying China’s Bargain-Bin Microchips?

It’s desperate to cut costs—and foolish enough to trust an enemy.

You may have heard the story: Last year, the U.S. military bought 59,000 counterfeit microchips from China for use aboard American warships, fighter planes, missile and antimissile systems.
Thankfully, these fake chips were caught. But of course, the question remains as to how many others have gone undetected. What makes this particularly concerning is the vulnerability of such chips to sabotage, which could wreak untold damage.
This threat has been known for years. I have in front of me a book by computer security expert Winn Schwartau called Information Warfare that contains a chapter explaining this danger (“chipping,” he calls it). It has a 1996 copyright. However, the danger of chipping has apparently become near impossible to protect against. In both civilian and military spheres, our reliance on chips continues to grow, and in today’s global, integrated and highly competitive market, the things we buy increasingly contain components from all over, often channeled through third parties that can make them difficult to track.
And with a tiny, complex product like an integrated circuit, quality control is really tough. Chips could be manufactured to fail prematurely, for example, or to supply spying capability like tracking or surveillance, or to provide hackers hidden “back doors” by which to slip past, say, a sophisticated network firewall. Security experts will tell you that it is realistically impossible to test complex chips thoroughly enough to guarantee that they are totally tamper-free.
They call such problems “hardware Trojans”—after the famed stratagem used to topple Troy: the gift of a wooden horse that secretly contained crack Greek troops. As the revelation about the 59,000 fake Chinese chips illustrates, America has willingly ushered these potential Trojan horses inside our sturdiest walls of defense by the boatload.
“Individuals, companies and federal agencies could all be at risk from foreign governments or criminal enterprises,” wrote Popular Mechanics back in 2009. “A computer chip built with a subtle error might allow an identity-theft ring to hack past the encryption used to connect customers with their banks. Flash memory hidden inside a corporation’s networked printers could save an image file of every document it printed, then send out the information. In a disturbing national-security scenario, overseas agents might be able to hard-wire instructions to bring down a Department of Defense system on a predetermined date or in response to an external trigger. In the time it took to bring the systems back online, a military assault could be underway.”
Counterfeits are common in the microchip market. There is a lot of money to be made, and a lot of places to procure old chips in order to reverse-engineer and then repackage them. In some cases, such shoddy chips may be commercial, off-the-shelf products that are nowhere near the standards required for military use. Because military gear is often subjected to extremes in temperatures, weather, shock, vibration and other conditions, its components must be engineered to much more rigorous specifications. But with chips, it can be difficult to tell the difference beyond the fact that the military-grade versions are often two to three times more expensive. If older, worn-out chips are pawned off as newer, or if commercial-grade chips are counterfeited as military-grade, then even if these chips weren’t intentionally sabotaged, the damaging effects—failure of vital hardware, perhaps at crucial, even life-and-death moments—could be the same.
Why, then, doesn’t the military only use trusted chip manufacturers? How could such subpar chips end up in military equipment? Mostly, because the government is trying to save money.
After the Soviet Union collapsed, in the 1990s the Clinton administration launched a penny-pinching initiative: Rather than using only custom, government-made products at enormous cost, federal agencies could begin to purchase commercial, off-the-shelf hardware in some cases. The money for secure, trusted, domestic electronics manufacturers dried up, and a bumper crop of smaller, bargain-bin parts brokers sprang up—businesses that got their products from who-knows-where.
Additionally, the government introduced affirmative-action goals that encouraged the military and other agencies to favor “disadvantaged” suppliers. To this day the Department of Defense is required to make 22 percent of its purchases from small contractors, including those run by women, military veterans and ethnic minority groups.
The result has been an enormous cost savings—and a huge new security hole.
In 2005, the Defense Science Board warned that permitting foreign-manufactured circuitry in military hardware opened the door to the potential for deadly sabotage. In 2008, a BusinessWeek investigation found that these fears were justified: Problems were arising, crashes were happening, that could well be attributed to fake Chinese chips. Robert P. Ernst, a Naval Air Systems official who heads research into counterfeit parts, estimated at the time that such components were degrading weapon system reliability by5 to 15 percent each year.
The warnings and revelations, however, did nothing to halt the trend. They simply could not overcome the stark and growing realities driving much of the increase in foreign chip acquisition: aging military equipment needing repairs, and defense budgets getting squeezed. In fact, last January the Commerce Department reported that cases of counterfeiting discovered by the military and its suppliers almost doubled from 2005 to 2008.
Today, Ernst believes 15 percent of the spare and replacement chips the DoD buys are counterfeits. As a result, he told the Atlantic Wire, “We are having field failures regularly within our weapon systems—and in almost every weapon system.” When a helicopter goes down or a missile fizzles, detailed investigations don’t always take place—and whether fake microchips caused the problem or not is very difficult to prove, he says.
Not only is it tricky to pinpoint faulty chips in such cases, it is practically impossible to trace counterfeits back to a specific source with malicious intent. Like most cyberwarfare, chipping carries the enormous advantage of anonymity and plausible deniability. It is in many ways a perfect weapon.
Take this recent case of the 59,000 fake chips, for example. Though they were found to be of Chinese origin, the U.S. has spoken nary a word about any kind of retaliation. The Chinese government wasn’t even implicated. All the fallout has centered around America looking for ways to continue buying foreign-made chips while plugging the security hole.
However, just because Beijing received no recriminations doesn’t mean it is innocent.
Time and again, China’s leaders have declared by their actions, if not their words, that America is their primary enemy. The People’s Liberation Army has a very active cyberwarfare department. China routinely, even daily, launches cyberattacks on Washington, especially the Defense Department. The Pentagon defends itself against over a thousand attempted computer break-ins every day, most of which come from China. According to a Heritage Foundation report, “U.S. Defense Department sources say privately that the level of Chinese cyberattacks obliges them to avoid Chinese-origin hardware and software in all classified systems and as many unclassified systems as fiscally possible.”
Sounds great—but if they were really following through on that pledge, how did 59,000 bad chips make it through?
China is quickly growing to become the main overseas source of commercial, off-the-shelf chips. Government policies are helping to drive this rapid manufacturing expansion. And China’s top technology company, Huawei Shenzhen, has close ties with the Chinese military. That Heritage Foundation report said an expert told a conference of American federal government information managers in 2007 “the Chinese are in half of your agencies’ systems.”
To dismiss the idea that the Chinese government could be seeking to exploit the vulnerabilities in America’s electronics—particularly within the military—is sheer folly. Yet this is precisely what the U.S. is demonstrating by buying its microchips from sources that trace back to China!
As we have said for years, America has won its last war. The spiritual cause for that is plainly spelled out in Scripture. Physically, though, in the end it will be traceable to a host of naive and injudicious decisions like this one: to compromise the functionality of critical equipment by buying bargain-basement electronics components from foreigners within countries that are trying to bring America to its knees.

WITH ALL OF THIS IN MIND IT HAS BEEN OBAMA’S SOLE DETERMINATION TO BANKRUPT THE CONGRESSIONAL PURSE WITH A HOUSE AND SENATE MAJORITY OF DEMOCRATS.

THE RESULT? THE 2010 ELECTION TURNED OVER 59 SEATS IN THE HOUSE OF REPRESENTATIVES TO UNDO THE LEGISLATION OF FISCAL INSANITY WROUGHT FROM 3YRS. OF OBAMANOMICS, OR NON-CONSERVATIVE FINANCE, PRINCIPLES, OR LEADERSHIP.

To the concerned House Committee Members:

The Tea Party dutifully submits the following areas of concern, in regards to Obama’s unethical election activity and subsequent unethical behavior in Office regarding the following areas, concerning formal impeachment filed against him:

I WANT TO DISCUSS WITH YOU WHY OBAMA BEING A NON-CITIZEN IMPACTS EVERYTHING HE DOES, AND WHY THIS HAS ENSURED HIS FAILED PRESIDENCY:

FIRST WE HAD A FAILED STIMULUS PROGRAM. THIS WAS FOLLOWED BY THE FAILURE TO REVERSE UNEMPLOYMENT NUMBERS, GIVEN THE FACT WE HAVE MILLIONS OUT OF WORK STILL, OR THOSE WHO ARE ONLY ABLE TO FIND WORK FOR 5-6 MONTHS OUT OF THE YEAR.

THEN WE HAVE THE CORE BASE OF THIS ADMINISTRATION’S POLICIES THAT HAVE FAILED:
-FINANCIAL AND ECONOMIC POLICY (has been speculative not conservative)
-ENVIRONMENTAL POLICY (global warming is only a factor, not the issue: kinetic energy drives storms and weather patterns which is due to overpopulation and technology increases. Driving up the cost of gas to say you created 2,500 jobs in Detroit so Obama can recoup the money that he invested in electric cars or green technology is not paying for itself.)
-FAILED SOCIAL POLICIES (requiring people pay for insurance when they’re not caring for their bodies is the government’s way of taxation on your health as a commodity, which is unconstitutional. Abortion has bankrupted the Congressional purse, Obama insists we offer these services, and continue doing more of them. Welfare and unemployment have drained us financially. Food stamps are the biggest issue of government waste, 37 states indicate fraud, though this Administration continues to lie and say that most people use them correctly. How many states does it take, or how many per population group to admit this is throwing away money into an abyss fueling societal decay and the drug wars, the very financing mechanism of the Taliban??)
-FAILED NUCLEAR POLICY INITIATIVES/DIPLOMATIC POLICY(we are stretched too thin. When Saddam’s head rolled, we should have left Iraq. Instead Bush Jr. engaged us in an unconstitutional stay longer than 2yrs., and Obama did not immediately withdraw. We have been slaughtered in Afghanistan’s mountains, instead of decimating strongholds, we have been engaging in a tedious ground war, and we have entered into supplying military action in Egypt and Libya, rather than getting NATO to act in accord, they have put it off on us. We have failed to deal with policy that has jeopardized our security, including accusing the entire country of Pakistan for harboring Bin Laden, when he may have long ago been dead in 2007, the hideout set up as if he was still there carrying out operations as a propaganda headquarters. This is what the Nazi’s would have done, if Hitler would not have been killed openly, and we have failed in showing the whole world that we will not tolerate injustice by perpetuating it with pseudo-New World Order type philosophy.)
-FAILURE TO UPHOLD EXISTING LAWS/THE CONSTITUTION: (deprivation of fair election, non-citizen status, DOMA, violation of freedom of religion and internet free speech violations/other free speech violations.)

The Tea Party declares that these 5 areas are not just impeachable offenses, as previously defined and submitted to Congress, Obama has betrayed the public trust and CONTINUES to do so. He has refused to sufficiently dispel his non-citizen status by waving around a forged copy, he has done this by delaying the court’s ruling until his 3rd year, unraveling the fabric of our country in the process by systematically tearing it apart from the inside. The Tea Party does not find any of his chicanery amusing, we are tired of being placated and slapped in the face; for Obama to remain in office as an internal traitor spits upon the very blood that was shed for this hallowed land.

We will no longer sit back, content for him to be elected out, we want him removed from Office now!

THE HOUSE HAS GIVEN US A SERIES OF PROPOSALS TO RECTIFY THE CATASTROPHIC DAMAGE THAT HAS BEEN DONE, AND WHILE MOST OF THIS LEADERSHIP IS GONE AND EITHER QUIT OR LEFT IN MASS EXODUS THROUGH ELECTION AFTER THE MONEY HAD BEEN OBLIGATED TO PROGRAMS INDEBTING TAXPAYERS, OBAMA AND HIS CHOICE CRONIES HAVE MUSTERED THE LAST OF THEIR POLITICAL WILL AGAINST THE WILL OF THE AMERICAN PEOPLE.

EVEN BIDEN HAS NOT WANTED TO RETIRE WITH THIS ON HIS RECORD, AND HAS BEEN INSTRUMENTAL IN TALKING SENSE INTO HARRY REID, NANCY PELOSI, AND EVEN OBAMA.

I WOULD RATHER HAVE BIDEN UNTIL 2012, THEN GET UP EVERY MORNING TO BANG MY HEAD AGAINST THE WALL IN TRYING TO REASON WITH OBAMA. I HATE EVERYTHING THAT HE HAS DONE TO OUR COUNTRY, AND I HATE THAT HARRY REID AND NANCY PELOSI WOULD EVEN GO ALONG WITH ANY OF THIS, LET ALONE, THE DEMOCRATS WHO CHEATED AMERICANS OUT OF A FAIR ELECTION IN 2008. I FEEL THAT PEOPLE HAVE ALIENATED JOHN MCCAIN, THE VALUES OF OUR COUNTRY, AND WHAT IT MEANS TO BE AMERICAN. IT HAS LITTLE TO DO WITH OBAMA’S RACE, AS IT DOES WITH HIS MOTIVES AND INSINCERITY. I CAN’T STAND A LIAR, NO MATTER WHO IT IS!!

IT IS VERY DIFFICULT HAVING ALL OF THOSE FEELINGS: HARDLY AN EMAIL PASSED BETWEEN ME, HARRY REID, AND PELOSI THAT WAS IN ANY WAY WHAT I WOULD CALL FRIENDLY OVER THE PAST 2YRS.

IN FACT, IF THEY WERE NOT SCATHING, THEN THEY WOULD HAVE BEEN DISHONEST ON MY PART.

IT IS VERY DIFFICULT TO COME TO THE NEGOTIATING TABLE WHEN YOU ARE ANGRY, ESPECIALLY WHEN YOU ARE ANGRY FOR THE RIGHT REASONS.

I WANT EVERYONE TO SOAK UP THE DETAILS OF THESE PLANS, AND I WANT YOU TO MULL OVER THEM, WHY I RANK THEM AS I DO, AND WHY I SUGGESTED THE ONLY WAY TO COME TO A PEACEFUL RESOLUTION WAS TO HAVE AN UP OR DOWN VOTED ON EACH ONE BEFORE 8-2.

AS LONG AS WE PASS A CONTINGENCY MEASURE, WE WON’T LOSE OUR CREDIT RATING.

BUT FIRST, WHY THE LACK OF JOB CREATION?

AT FIRST I DID NOT WANT TO GIVE THE GOVERNMENT A BAILOUT WITH 25 MILLION UNEMPLOYED AND 40 MILLION ON FOOD STAMPS. KEEP IN MIND IT IS BLACKS THAT HAVE SUFFERED THE MOST UNDER OBAMA, WHY WE CALL HIM “THE BROKEN DREAM”, AS NEARLY HALF OF EVERYONE CURRENTLY UNEMPLOYED IS BLACK, 40% TEENAGERS. THIS MEANS THAT NOT ONLY HAS OBAMA LIED TO THE PEOPLE WHO SUPPORTED HIS POLITICAL ADVANCEMENT, BUT HE HAS DESTROYED JOBS FOR EVERYONE ELSE WITH HIS LIES.  


THE REASON OBAMANOMICS HAS FAILED: DEMOCRATS CALL EXPANDING GOVERNMENT “JOB CREATION”. EVERY TIME YOU HEAR A DEMOCRAT SAY THAT THEY CREATED A JOB, OR EVEN 2,000 JOBS, IT COST YOU 5 TAXPAYERS’ MONEY TO PAY FOR THAT JOB!

IF OBAMA SAYS THAT HE CREATED 2,000 JOBS, IT COST THE MONEY OF 10,000 TAXPAYERS TO PAY FOR 2,000 JOBS!!!

NOW I AM NOT A MATHEMATICIAN, BUT BASIC YIELD TELLS YOU THAT IF 25 MILLION ARE UNEMPLOYED, THAT A GOVERNMENT JOB WOULD BE LOST OR SHED FOR EVERY 5 PEOPLE UNEMPLOYED:

THAT MEANS THAT THE GOVERNMENT SHOULD REDUCE ITS SIZE TO COMPENSATE JUST FOR THE REVENUE THAT’S NOT BEING BROUGHT IN, AND GOVERNMENT HAS FAILED TO DOWNSIZE DURING THIS RECESSION, AND THIS HAS PLACED A HUGE BURDEN ON TAXPAYERS AND BUSINESS OWNERS IN THE PRIVATE SECTOR!!!

IN FACT, UNEMPLOYMENT NUMBERS SHOULD BE A REFLECTION STATE-BY-STATE, FOR EVERY 5 UNEMPLOYED, A GOVERNMENT EMPLOYEE GETS DOWNSIZED.
IF WE AS TAXPAYERS DEMANDED THAT FISCAL ACCOUNTABILITY, YOUR REPRESENTATIVES WOULD BE DOING EVERYTHING THEY COULD TO FIND YOU A JOB AND MAKE SURE YOU KEEP IT!!!  

TAKE THE STATE OF GEORGIA, WE HAVE HAD CONSISTENT 9% OR DOUBLE-DIGIT UNEMPLOYMENT, TO DATE IT IS 9.9%.

WE ARE SURE IT IS HIGHER, AS MOST PEOPLE WHO HAVE BEEN UNEMPLOYED HAVE NOT FOUND STEADY WORK FOR 3YRS., SO CONSISTENT TAX REVENUE HAS BEEN LACKING DURING THIS PERIOD.

THE STATE: 9.9%  POP.: 9,687,653   GOVT. REDUCTION 968,765
THE NATION: 9.2%    POP.: 308,745,538 GOVT. REDUCTION 34,305,059

WHAT THIS TELLS YOU IS, THAT OUR COUNTRY NOW DOES NOT HAVE THE TAX REVENUE TO FUND GOVERNMENT JOBS WITH THESE LEVELS OF HIGH SUSTAINED UNEMPLOYMENT AND THAT CUTS MUST BE MADE. THE GOVERNMENT ALWAYS TRIES TO JUSTIFY THIS BY SAYING THAT THESE JOBS ARE AUTOMATIC TAX REVENUE, BUT THEY ARE NOT, ESPECIALLY WHEN IT TAKES 5 PRIVATE SECTOR JOBS TO = 1 GOVT. JOB. !!!

CONVERSELY, TO HIRE THESE GOVERNMENT WORKERS BACK, OR JUSTIFY FUNDING THESE GOVERNMENT JOBS, WE WOULD HAVE TO CREATE 5 JOBS FOR EVERY GOVERNMENT JOB SHED:

THAT’S MEANS WITH 1 MILLION UNEMPLOYED IN GA, WE WOULD HAVE TO EMPLOY 5 MILLION JOBS TO FUND AROUND 100,000 GOVT. JOBS.

THAT MEANS WITH 34 MILLION UNEMPLOYED IN THE ENTIRE COUNTRY, WE WOULD HAVE TO EMPLOY 170 MILLION PEOPLE TO FUND AROUND 34 MILLION GOVT. JOBS.

SHRINKING THE SIZE OF GOVERNMENT IS ABSOLUTELY THE FOUNDATIONAL PRINCIPLE OF FISCAL CONSERVATISM, BECAUSE OF THE COST TO TAXPAYERS TO FUND GOVERNMENT JOBS.

WITH THAT IN MIND, THE TEA PARTY TOOK FEEDBACK FROM 5,000 VOTES ONLINE IN FACEBOOK POLLS AND QUESTIONS ON WHAT THEY WOULD LIKE TO SEE REDUCED IN GOVERNMENT THAT THEY WERE PAYING FOR, WHETHER IT BE LOCAL OR FEDERAL PROGRAMS.

IN GA, 30% OF OUR FUNDING IS FEDERAL THAT CAN BE AFFECTED IF WE DEFAULT.  CONGRESS HAS HAD THESE PROPOSALS SINCE 4/20/2011 AND NEGLECTED TO MAKE SERIOUS CUTS TO ADDRESS THE LACK OF JOBS JUSTIFYING GOVERNMENT FUNDING OF GOVT. JOBS, EVEN THOUGH 5,000 PEOPLE VOTED ON WHAT THEY WANTED CUT:

THE TEA PARTY PROPOSES BARE-BONES SKELETON BUDGET STRATEGY AND CUTS TO THE FOLLOWING 12 AGENCIES/PROGRAMS TO RECTIFY THE DEFICIT:
  1. DFACS - state should be in total control under the Governor/Feds should have no control or appropriated funding for this entity, no borrowing from the federal government to keep this running
  • the state needs to trade the cost of immigration enforcement  for DFACS, meaning federal appropriations are to be used to enforce immigration laws only, not fund DFACS.
  • Clayton County DFACS should be audited for their reluctance or unwillingness to adhere to 30 day inquiry/complaint resolution within 60 days.
  • Spalding County DFACS should have funding cut for refusal to investigate and cooperate with other agencies.

(this is like the difference between civil and military matters, and the funding should be viewed as such that which takes precedence.)

2. SNAP - is an intrusion into state finance with a federally funded food subsidy
  • too easily received food stamps/not readily taken away
  • food stamps are being traded for drugs
  • food stamps are being sold for cash
  • DFACS is not assisting or abiding by laws and reporting and wasting our tax dollars, won't accept related emails regarding cases or individuals who receive child support.

3. PUBLIC BROADCASTING - NPR, PBS, etc.
  • the federal government needs to get out of the media business!
  • the federal government needs to govern and enforce laws, not indoctrinate, proselytize or garner political messages with tax dollars.

4. HOUSING ASSISTANCE and related reform:
  • eradicate NACA and other groups that have a vested interest in the housing market that are receiving tax dollars to operate.
  • FHA loans to resolve solvency issues, if you are current on your taxes.
  • Prevent IRS fraud in the vulnerable mortgage market.
  • FHA loan standards are stringent, other mortgage companies need to convert to these standards or be fined immediately.
  • Go after Fannie Mae and Freddie Mac, fine them, and get the revenue back in the system for the damage done to taxpayers.

5. UNEMPLOYMENT CHECKS:
  • no unemployment unless you are current on your federal taxes
  • no unemployment if you're on probation
  • no unemployment if you are a single person with no dependents
  • make shorter periods of 3 months of aid, remove federal appropriations for unemployement, (Nancy Pelosi has passed this out like candy and indebted state governments) remove the federal appropriation for this.
  • disband Department of Labor in each state, the government needs to get out of employment services, concentrate on: governing, legislation, tax revenue, and ethical managment.

6. DMV, POST OFFICE, and other services:
  • layoffs, cut hours to Mon.-Thurs. 9AM-3PM.
  • IRS audit of these agencies to determine if they are operating efficiently.

7. FEDERAL EMPLOYEES
  • shut Congress down until September
  • use this to to audit other agencies and submit finding for further analyses and cuts
  • review sunset laws
  • all Congress and Obama Admin. receive minimum wage until the deficit is corrected, per year; they get to serve the people not Lord over them!

8. PLANNED PARENTHOOD
  • Defund Planned Parenthood federal appropriation
  • the government needs to be out of the egg harvesting business, and the scientific manipulation of fetuses.
  • the government is not a lobbying mechanism for this, unless it is committee-approved earmarked spending
  • women's health issues should be state-to-state cost, not receive federal funds, health insurance should be the same way, not another federally-funded government appropriated program
  • full repeal and nullification of H.R. 4872
  • County health departments should be state-run, not receive federal funding
  • take big Pharma out by reducing government contracts, the government is not a pill mill lobbying business!
  • Big Pharma does not run our country, our health, our citizens do!

9. FDA, Inspectors, and streamlining government agencies
  • realign these agencies to work more cohesively with the FBI
  • consider them under the umbrella of homeland security
  • give agencies data based community access to information

10. Congress
  • term limits
  • review pension plans
  • election practices - reform Obama fraud, fine DNC, Clinton, and the like
  • impeachment proceedings
  • no deals on spending cuts, no going back on minimum wage pay consequence until the deficit is resolved in conjunction with reforming Social Security, Medicare, Medicaid, and related fraud issues.
  • 6 month lay off should give Congress plenty of time to hammer out the problems they've created

11. WIC
  • a mother produces milk, it is not the government's responsibility to feed your child bread, milk, cheese, eggs, and formula.
  • it is not the taxpayers' job or the government's job to provide you with formula so that you can work or that you can use the money to spend on drugs to avoid breastfeeding.
  • WIC should be a state-run program, not receiving any welfare or federal dollars.

12. LAW ENFORCEMENT
  • reduce routine patrol officers to walking the beat, as they need the exercise, and we can't afford their health problems associated with obesity and poor habits.
  • routine patrol officers must maintain health and standards that they enforce upon the community or face discipline, up to and including termination, being a cop doesn't mean you waste gas, going around harassing people, and stuffing your face with our tax dollars: you're a contracted employee, and you will be relieved of your duty.
  • police officers can afford their own vests/should be appropriated under state equipment costs and avoid accepting grants if all possible.
  • in conjunction with judicial reform through next January, officers can't play the system and work the streets and the jail, double-dipping and being corrupt: you face termination.
  • release mandatory minimum sentenced offenders into the work force, increase sentencing fines imposition, if fines are not paid or if you can't cooperate with your probation officer and agreed sentencing terms, you will be resentenced to work release until those fines are paid!

WHEN CONGRESS FAILED TO MAKE THE CUTS NECESSARY OVER THE SUMMER, THE STATES WERE GIVEN EMERGENCY LEGISLATION TO PROTECT THEM FROM THE DAMAGE OF THE TIDE OF FEDERAL DEFAULT, THE CLOSEST THING TO SECESSION THIS COUNTRY HAS SEEN SINCE THE CIVIL WAR, EXCEPT ONLY IN FINANCIAL RESPECT.

IT IS SIMPLY HARD TO ENFORCE FEDERAL STATUTES WITH NO MONEY TO ENFORCE EXISTING FEDERAL LAWS. WHY SHOULD STATE TAXPAYER MONEY BE LEVIED FOR IT, AND FEDERAL FUNDING AS DEBT, TO PAY UP TO THE FEDERAL GOVERNMENT?!

WHO CAN’T EVEN WRITE A BALANCED BUDGET, OR AGREE TO CAPS ON SPENDING AND CUTS IN ACCORDANCE TO UNEMPLOYMENT TRENDS?

THE FEDERAL GOVERNMENT HAS LEFT US NO CHOICE BUT TO RECOGNIZE THIS LEGISLATION ON 8-2-2011:

In an effort to reduce consumer anxiety, create investments, and harness sustainable job growth, the Tea Party is very concerned with the inerrant ways of the Obama Administration: the blatant refusal to reduce spending, the trepidation and timidity to engage Congress to commit to cutting or repealing his 2010 budget whatsoever (in order to rectify the $9 trillion he's added to the $14 trillion dollar deficit in less than three short years), the balking on debt-ceiling negotiations and bumping our head, that seems a drop in the bucket to the economic disaster looming 8-2-2011. On 8-2-2011, Obama's worst nightmare comes true: since Obama has not agreed to proposed barebones Tea Party cuts and budget restriction, nor any cuts suggested by Republicans or concessions pitched to him by Democrats, Obama has abandoned the very principles he had as a Senator on the debt ceiling in 2006 and failed to adhere to any scrupulous means of finance since that time to attain the current Office by fraud regarding non-citizen status and dishonorable fundraising with Rezko.
  Essentially, this is an emergency financial plan to subvert the negative impact of feigned recovery and the Obama Administration's catastrophe to deal with the deficit, the raising of the debt ceiling, and causative default on countries  who in good faith have loaned us money. We agreed to Paul Ryan's "PATH TO PROSPERITY" for the 2012 budget, but we are still jeopardized even more than this Spring, of near government shutdown, because we did not agree to a six month lay off of Congress. We have financed the government another 3-4 months, but on 8-2-2011, we will have no ability to borrow money and interest will gobble us up! The bond market of buying and selling debt to fund the government will be like a well gone dry, and not only will we bankrupt with no government services, we will owe various countries a total of $14 trillion dollars.
  This places us vulnerable to invasion, war, and at the very least with strained and acrimonious political ties lacking diplomacy and global peace as primary goals. With that said we have: debated, discussed, and delayed agreeing to do anything on the federal level as a matter of politics. We must act locally to curtail the damage this brings to our own state budgets, to withstand the destruction from this foreboding federal tsunami.
  I am petitioning the Governors of every state in support of this Act, to pass this Act in their own state by signing a copy and sending it to Congress to avoid financial apocalypse. This will give the state the power to retain their appropriations and not be forced to absorb or recognize the federal deficits created and levied against state budgets. The primary recipients will be those state Governors who saw the futility and federal overreaching of H.R. 4872, all state Governors who supported the lawsuit and repeal process that has led to H.R. 4872 being removed from public viewer listings for online government sites.
  The passage of H.R. 4872  did: not reconcile the portion of debt created by health care services, did not substantively implement reform, and no one received health insurance to cover the uninsured in their state, yet it levied state deficits and caused states to arbitrarily breach the law in not carrying a deficit. No one received federal health insurance funding to cover the uninsured in their state, because there is no money to appropriate for any measure of H.R. 4872 with Congress possessing Obama's budgetary debt of $9 trillion and a tattered Congressional purse that can't retain any taxpayer funds for any programs or expenditures owing a $14 trillion dollar deficit.
  Therefore, let us implement the following:
1) Repeal all funding for H.R. 4872 and suspend any resultant action upon state budget costs.
-this saves most states $10 billion over 10yrs., keeping states acting lawfully bound to balance their budgets and not carrying a deficit to appease arbitrary and unconstitutional enforcement of H.R. 4872
-this prevents budget shortfalls of $500 billion to the Congressional purse
   over 10yrs., preventing another unfunded program defined as auto-pilot mandatory spending
2) Impeach Obama
-repeal all of his 2010 budget items, as it will have to be axed to the stump to avoid default on 8-2-2011
-adhere to the barebones budget cuts
-pass the balanced budget amendment
-this tackles the immediate threat of the $1.7 trillion dollar deficit vacuum which prevents inability to borrow created by Obama's 2010 budget and interest thereof with Medicare Part D, as we are on borrowed money and time.
-addresses the lies told to the American public about the failure of the stimulus, that we are indeed in the double dip recession, and that recovery did not take hold.
-prevents total economic collapse orchestrated and engineered by Obamanomics and uses instead the conservative finance and balanced budget approach to fix problems without appealing to greedy financial institutions who robbed American taxpayers for their profit and personal enrichment
3) Reform Social Security
(56% of the entire budget comes from Social Security, Medicare, and Medicaid, 2/3 when you count interest on programs that should not have been relegated to auto-pilot mandatory spending after the Clinton administration's annually triggered cuts)
-define Social Security as liability spending
-attack waste, fraud, and abuse
-dispense social security by a specified rate, a percentage of standard of living vs. pension; if you get a pension, you're restricted to a percentage of social security at a fixed rate, to which we can apply or transfer the rest to cover your Medicare costs to ease end-of-life planning
-reduce anxiety of MEDI-SCARE tactics and political ploys to elders in ending death panels or similar discussion
-restore integrity by honoring notch victims' request for payouts borrowed from them, below $60,000, by agreeing to lump sum installments until those large amounts are paid out to those individuals or lien process incurs
4) Pension Reform (138% of debt is local)
-no federal dollars can be used by means of "creative finance" to pay for state pensions; it is forbidden by this Act, as if it were a constitutional amendment on spending policies
-restore 10th amendment sovereignty to states to act independently of the federal government, as in; if state governments can't carry a deficit, the federal government can not dictate which funds or programs the state is required to fund or they can't fund their state budgets with federal dollars.
-reduce reliance on the federal government, the federal government is to invistage, govern, and hold states accountable, but it is not to finance, or dictate by appropriation
-restrict federal spending to rate of household income from 242% to 29%, relegating mandatory Social Security, Medicare, and Medicaid to discretionary spending
5) Medicare/Medicaid Reform
-state management of MEDICAID/CHIP COSTS (or related programs like Peachcare), not federal government
-appropriate for optional program for the uninsured
-MEDICARE PART D - cut most of the program by investigating waste, fraud, and abuse
6) FOOD STAMPS/TANF - change it from federal to state appropriation based on population
-reform mandatory spending to discretionary, in that appropriation is based on population and a fixed allotment of $100 per person allotment per month, use the overage too balance state deficits
-outlaw auto-pilot government spending, otherwise the government is financing, banking, and profiting off of tax dollars, not governing and appropriating.
-no blank checks written for pensions, health care, Social Security, or food. If you want these programs, you budget for it, and you pay for it, not finance it! This reduces interest rates on the deficit and gets spending of any kind put it check.
-earmarks are to be given to states for programs, not pet programs or special interest projects -- the Governor of each state will reward these appropriately and accordingly in their respective state

GOALS:
-REDUCE short term deficits and interest created by the Obama Administration, that spent $9 trillion in less than 3yrs.
-REDUCE the effect of compound interest that hastens total economic collapse from the debt supercycle; rising interest rates that gobble up available tax dollars, of which we have none after spending 40% of every tax dollar on defense, the other 60% spent on the deficit created by Social Security, Medicare, and Medicaid
-RECLASSIFY these programs as discretionary not mandatory auto-pilot spending
-REVERT interest from these programs to pre-2010 levels from the deficit of $14 trillion, as the interest on $14 trillion quadruples in 10yrs.
-THWART total economic collapse that could happen as soon as 8-2-2011 or effectual within 7yrs. of entering this debt supercycle from the Obama Administration's $1.7 trillion dollar vacuum, from failing to cut his 2010 budget and Medicare Part D immediately.

SUMMARY

The Congressional Budget Office has estimated the impact on the deficit of the Budget Control Act of 2011, as posted on the Web site of the Committee on Rules on July 25, 2011, with a further amendment proposed on July 27, 2011. The legislation would:

In total, if appropriations in the next 10 years are equal to the caps on discretionary spending and the maximum amount of funding is provided for the program integrity initiatives, CBO estimates that the legislation, with the proposed amendment, would reduce budget deficits by about $915 billion between 2012 and 2021 relative to CBO's March 2011 baseline adjusted for subsequent appropriation action. As requested, CBO has also calculated the net budgetary impact if discretionary savings are measured relative to its January baseline projections. Relative to that baseline, CBO estimates that the legislation would reduce budget deficits by about $1.1 trillion between 2012 and 2021.
The amendment proposed on July 27, 2011, would modify the legislation proposed on July 25, 2011, by eliminating caps on discretionary outlays for fiscal years 2012 and 2013. The amendment also would make minor modifications to the procedures related to further increases in the debt limit.

WASHINGTON (AP) — A top Republican senator in the bipartisan "Gang of Six" seeking agreement on a plan to cut the deficit by $4 trillion over the next decade dropped out of the group on Tuesday, saying that his colleagues weren't willing to cut enough from benefit programs like Medicare.

Sen. Tom Coburn of Oklahoma said he doesn't see how the group can reach agreement and that he would stop participating in its discussions.
"It's got to be balanced. And I didn't perceive where we were was balanced," Coburn said.
"I'm not planning on participating at this time," he added. "If things change, I will."
The closely watched group has been working for months on a sweeping plan to wrestle the deficit under control through a mix of new tax revenues and cuts across a wide swath of the federal budget. Supporters hoped for a bipartisan deficit-cutting plan that might gain momentum despite the partisanship consuming Capitol Hill.
The group will continue to meet without Coburn, several members said. But it's plain that major obstacles remain.
One of the reasons the Gang of Six was noteworthy was that its GOP members — Coburn, Chambliss and Mike Crapo of Idaho — were willing to agree to revenue increases of about $1 trillion over the coming decade as the price for getting Democrats to accept cuts to Medicare, Medicaid and Social Security.
"The only way we get out of this problem is increasing revenues," Coburn said.
The group was united behind the idea — shared by President Barack Obama's debt commission and a wide variety of lawmakers and outside budget experts alike — that the recipe for cutting the deficit requires both increased tax revenues and cuts to Medicare and Medicaid, the rapidly growing federal health care programs whose costs threaten to swamp the government in coming years.
The group's plan was expected to closely track the debt commission's plan for $3 in spending cuts for every $1 in tax revenue increases over the coming decade. They called for a fundamental rewrite of the tax code that would lower income tax rates, paid for by scaling back dozens of popular tax breaks, including deductions for mortgage interest and charitable contributions.
But Senate leaders in both parties were always cool to the effort, and Republicans controlling the House have said all along that they would never consider tax increases.
The group's negotiations have been going on for five months, with numerous ups and downs. At various points it looked like they were close to agreement. But as they've gotten to central issues like Medicare, agreement has proven elusive.
A congressional aide familiar with the talks said Democrats were angry that Coburn had brought 11th hour demands on new Medicare cuts to the table. The cuts proposed by Coburn would be immediate and affect current beneficiaries, something that even House Republicans did not propose in their budget blueprint. The aide required anonymity because of the sensitive nature of the talks.
Democratic Sen. Dick Durbin of Illinois, a member of the group, said the group will meet again on Wednesday despite the departure of Coburn. The other Democrats participating are Budget Committee Chairman Kent Conrad of North Dakota and Mark Warner of Virginia.
"Our fiscal challenges are too great to stop working toward a comprehensive, bipartisan solution," Warner said. "I intend to keep working in good faith on these issues because we have made too much progress to stop now."
Coburn was a member of Obama's debt commission and voted for that panel's plan in December. So were Crapo, Durbin and Conrad, who also supported its plan.
The impasse within the Gang of Six comes as Senate Democrats appear increasingly unlikely to pass a fiscal blueprint using arcane budget procedures. The annual congressional budget is a nonbinding blueprint that sets a cap on the amount of money available to the Appropriations committees to write the 13 annual spending bills and can in some years set the stage for more significant follow up legislation.
"The Democrat-led Senate cannot continue to stonewall the budget process," said Sen. Jeff Sessions of Alabama, the top Republican on the Budget panel. "The American people deserve to see an honest plan."
However, there's virtually no chance that — even if Senate Democrats could resolve differences within the party — the Democratic-controlled Senate and the GOP-dominated House could reach agreement on a budget plan.

Congress is currently embroiled in a funding fight over how much to spend on less than one-fifth of the federal budget for the next six months. Whether we cut $33 billion or $61 billion—that is, whether we shave 2% or 4% off of this year's deficit—is important. It's a sign that the election did in fact change the debate in Washington from how much we should spend to how much spending we should cut.
But this morning the new House Republican majority will introduce a budget that moves the debate from billions in spending cuts to trillions. America is facing a defining moment. The threat posed by our monumental debt will damage our country in profound ways, unless we act.
No one person or party is responsible for the looming crisis. Yet the facts are clear: Since President Obama took office, our problems have gotten worse. Major spending increases have failed to deliver promised jobs. The safety net for the poor is coming apart at the seams. Government health and retirement programs are growing at unsustainable rates. The new health-care law is a fiscal train wreck. And a complex, inefficient tax code is holding back American families and businesses.
Steve Moore has the details on Rep. Paul Ryan's plan to cut spending.
The president's recent budget proposal would accelerate America's descent into a debt crisis. It doubles debt held by the public by the end of his first term and triples it by 2021. It imposes $1.5 trillion in new taxes, with spending that never falls below 23% of the economy. His budget permanently enlarges the size of government. It offers no reforms to save government health and retirement programs, and no leadership.
Our budget, which we call The Path to Prosperity, is very different. For starters, it cuts $6.2 trillion in spending from the president's budget over the next 10 years, reduces the debt as a percentage of the economy, and puts the nation on a path to actually pay off our national debt. Our proposal brings federal spending to below 20% of gross domestic product (GDP), consistent with the postwar average, and reduces deficits by $4.4 trillion.
A study just released by the Heritage Center for Data Analysis projects that The Path to Prosperity will help create nearly one million new private-sector jobs next year, bring the unemployment rate down to 4% by 2015, and result in 2.5 million additional private-sector jobs in the last year of the decade. It spurs economic growth, with $1.5 trillion in additional real GDP over the decade. According to Heritage's analysis, it would result in $1.1 trillion in higher wages and an average of $1,000 in additional family income each year.
Here are its major components:
• Reducing spending: This budget proposes to bring spending on domestic government agencies to below 2008 levels, and it freezes this category of spending for five years. The savings proposals are numerous, and include reforming agricultural subsidies, shrinking the federal work force through a sensible attrition policy, and accepting Defense Secretary Robert Gates's plan to target inefficiencies at the Pentagon.

Welfare reform: This budget will build upon the historic welfare reforms of the late 1990s by converting the federal share of Medicaid spending into a block grant that lets states create a range of options and gives Medicaid patients access to better care. It proposes similar reforms to the food-stamp program, ending the flawed incentive structure that rewards states for adding to the rolls. Finally, this budget recognizes that the best welfare program is one that ends with a job—it consolidates dozens of duplicative job-training programs into more accessible, accountable career scholarships that will better serve people looking for work.
As we strengthen and improve welfare programs for those who need them, we eliminate welfare for those who don't. Our budget targets corporate welfare, starting by ending the conservatorship of Fannie Mae and Freddie Mac that is costing taxpayers hundreds of billions of dollars. It gets rid of the permanent Wall Street bailout authority that Congress created last year. And it rolls back expensive handouts for uncompetitive sources of energy, calling instead for a free and open marketplace for energy development, innovation and exploration.
Health and retirement security: This budget's reforms will protect health and retirement security. This starts with saving Medicare. The open-ended, blank-check nature of the Medicare subsidy threatens the solvency of this critical program and creates inexcusable levels of waste. This budget takes action where others have ducked. But because government should not force people to reorganize their lives, its reforms will not affect those in or near retirement in any way.
Starting in 2022, new Medicare beneficiaries will be enrolled in the same kind of health-care program that members of Congress enjoy. Future Medicare recipients will be able to choose a plan that works best for them from a list of guaranteed coverage options. This is not a voucher program but rather a premium-support model. A Medicare premium-support payment would be paid, by Medicare, to the plan chosen by the beneficiary, subsidizing its cost.
In addition, Medicare will provide increased assistance for lower- income beneficiaries and those with greater health risks. Reform that empowers individuals—with more help for the poor and the sick—will guarantee that Medicare can fulfill the promise of health security for America's seniors.

We must also reform Social Security to prevent severe cuts to future benefits. This budget forces policy makers to work together to enact common-sense reforms. The goal of this proposal is to save Social Security for current retirees and strengthen it for future generations by building upon ideas offered by the president's bipartisan fiscal commission.
Budget enforcement: This budget recognizes that it is not enough to change how much government spends. We must also change how government spends. It proposes budget-process reforms—including real, enforceable caps on spending—to make sure government spends and taxes only as much as it needs to fulfill its constitutionally prescribed roles.
Tax reform: This budget would focus on growth by reforming the nation's outdated tax code, consolidating brackets, lowering tax rates, and assuming top individual and corporate rates of 25%. It maintains a revenue-neutral approach by clearing out a burdensome tangle of deductions and loopholes that distort economic activity and leave some corporations paying no income taxes at all.
This is America's moment to advance a plan for prosperity. Our budget offers the nation a model of government that is guided by the timeless principles of the American idea: free-market democracy, open competition, a robust private sector bound by rules of honesty and fairness, a secure safety net, and equal opportunity for all under a limited constitutional government of popular consent.
We can reform government so that people don't have to reorient their lives for less. We can grow our economy, promote opportunity, and encourage upward mobility. This budget is the new House majority's answer to history's call. It is now up to all of us to keep America exceptional.

"It's specific, it's detailed, it makes hard choices," Coburn said. "And it's rough, but it's necessary."


Coburn questioned all the agonizing over the search for much smaller savings of some $2 trillion, saying, "$2 trillion doesn't even pay our interest over the next 10 years. That's with no increase in interest rates."
Coburn's 600-page report lays out hundreds of spending cuts from every nook and cranny of the federal government.
He would save about $1 trillion from the Pentagon, another trillion from discretionary spending and $500 billion more from a range of federal agencies.
"We're cutting fat, not muscle or bone," Coburn said. "We can easily take several inches from our waistline."
Coburn also wades into the tax code, eliminating deductions worth almost $1 trillion.
That brought criticism from Grover Norquist of the conservative group Americans for Tax Reform, which opposes any revenue increases. A blog post on the Americans for Tax Reform website calls Coburn’s plan “a $1 trillion tax hike plan.”
“It's not tax reform, it surrenders on spending and it's outside the conservative mainstream,” the post continues.
And one Senate Democrat disagrees with the plan, saying $9 trillion in cuts is too much.
"You don't need to do $9 trillion, in my judgment, because it requires you to make too many Draconian cuts,” Sen. Kent Conrad, D-N.D., said.
Conrad is a member of the so-called Gang of Six, to which Coburn once belonged. Conrad and the other remaining members will propose a plan Tuesday to save as much as $3.7 trillion.
“There's a lot of good thinking,” Conrad said. “I just think the package really is more than needs to be done."
Coburn anticipated the criticism.
"People who call this a tax increase are defending earmarks for ethanol, earmarks for movie producers, stimulus tax breaks, tax breaks ... for Eskimo whaling captains and deductions for vacation homes," he said.
Coburn would eliminate the mortgage interest deduction for vacation homes and phase out deductions for mortgage interest on homes costing more than $500,000 dollars.
He also takes aim at tax breaks for all sorts of projects -- everything from auto race tracks to hockey arenas to movie theatres.
And Coburn's report notes some tax deductions are downright ridiculous -- such as an exotic dancer writing off breast enhancements as a business expense. Though he would reduce or eliminate many tax deductions, he would not raise tax rates. The ratio of spending cuts to revenue increases is 7.5 to one.
The senator has no expectation his plan will be adopted as is, but he calls it a menu of well-researched places to cut the federal budget.
"I hope people pick out things out of this," he says. "The fact is, is it's a treasure trove of how to solve our country's problems."
With the White House and lawmakers stuck over how to proceed, Coburn offers a plan that has more spending cuts than anyone else has proposed, as well as some revenues, on which Democrats have insisted.

FAILURE TO DO SO IS LIKE CONGRESS COMMITTING SUICIDE, SIMPLY BY FAILING TO COMPROMISE.

NOW THAT YOU ARE ARMED WITH THE INFORMATION AND CAN REFERENCE THE INFORMATION, URGE CONGRESS TO SUPPORT THE GANG OF SIX PLAN OR THE RYAN PLAN. BOTH WILL ACCOMPLISH ADDRESSING THE INTEREST, BUT ONLY AFTER URGING THEM TO ESTABLISH A CONTINGENCY TO SPARE OUR CREDIT DEFAULT.

I SUPPORTED CUT, CAP, AND BALANCE AND DEEPER CUTS TOO,
BUT I DO NOT BELIEVE THE DEBT CEILING IS THE SINGLE MOST IMPORTANT ISSUE WHEN WE ALREADY BUMPED OUR HEAD PAST THAT MARK BEFORE THESE PROPOSALS EMERGED.

I WILL TOW THE LINE, AND I WILL TELL YOU:
I WILL NOT SUPPORT THE BIDEN PLAN, THE REID PLAN, OR THE BOEHNER-REID COMPROMISE, AND I AM POISED TO RECALL 250 SEATS IN THE HOUSE AND SENATE AND PROGRESS TO IMPOSE OBAMA’S IMPEACHMENT AFTER 8-2-2011!!

THAT IS WHY I ALSO CAN NOT SUPPORT THE REID PLAN OR THE REID-BOEHNER PLAN, BECAUSE IT DOES NOT MAKE ENOUGH CUTS TO ADDRESS THE INTEREST/DEBT SUPERCYLCE VACUUM OF $1.7 TRILLION. IT IS TOO LITTLE TOO LATE, AND COBURN IS TOO MUCH TOO SOON.

SUMMARY:
  • BIDEN’S PLAN IS DISSOLVED; WE DON’T NEED A FLOOR VOTE BECAUSE IT DOESN’T MAKE ENOUGH CUTS
  • THE REID PLAN DOES NOT MAKE ENOUGH CUTS TO ADDRESS INTEREST, AND IT DOES NOT HAVE ENOUGH REPUBLICAN SUPPORT ON CAPPING SPENDING OR TEA PARTY SUPPORT.
