The Ron Paul revolution has completed its sweep over the Minnesota Republican Party convention here.
Paul backers won 12 of 13 Republican National Convention delegate slots filled in balloting Saturday, May 19, at Rivers Edge Civic Center.
They might have taken all 13 seats if a Paul state delegate had not graciously conceded the final slot to Rep. Michele Bachmann.
The results mean 32 of Minnesota’s 40 national delegates to the Republican convention in Tampa in August will be committed to Paul. Supporters of the Texas congressman and presidential candidate won 20 of the 24 national delegate slots filled at Republican congressional district conventions earlier this spring.
The vote was a well-organized coup by the Paul newcomers over longtime party activists.
“It shows that the Ron Paul people are extremely organized and very serious about winning those spots, and the non-Ron Paul folks were not as well organized,” said Republican National Committeeman Jeff Johnson.
Marianne Stebbins, Paul’s state campaign chairwoman, said their victory “sends a message that we’re not just giving lip service to liberty and smaller government — we’re serious about it…”
Paul has all but conceded the GOP nomination to Romney, but his supporters reportedly hope to influence the party platform…
His victory in Minnesota also could have a practical impact. He needs the support of five state delegations in order to have his name placed in nomination at the national convention, which would allow him to give a prime-time speech.
Stebbins said if national party leaders are smart, they will welcome Paul supporters with open arms…
“We have had bitter battles in the past at endorsing conventions, where people were at each other’s throats, but we came together in the end and stood by the candidates,” she said. “I think we’re already unifying.”
The Paul crowd pulled off a bloodless coup. Unlike other states where brawls broke out between Paul fans and Romney supporters, the Minnesota convention was a relatively civil affair. There were no fistfights or shouting matches on the convention floor…
As tension mounted between the Paul newcomers and the longtime activists they displaced, Johnson took the microphone to address that issue head on. He told the delegates to acknowledge their disagreements.
To the “Ron Paul lovers,” he said that many in the old guard think “you don’t care about the Republican Party.”

“If that makes you mad, make sure it doesn’t happen,” Johnson said. He called on Paul’s supporters to stay active and help elect all GOP candidates.
To the “Ron Paul haters,” he said, “get over it. If we don’t grow, we die as a party…”

Non-alcohol drug laws are a notable exception to Nevada's otherwise libertarian principles. It is notable for having the harshest penalties for drug offenders in the country. Nevada remains the only state to still use mandatory minimum sentencing guidelines for marijuana possession. However, it is now a misdemeanor for possession of less than one ounce but only for persons age 21 and older. In 2006, voters in Nevada defeated attempts to allow possession of 1 ounce of marijuana (for personal use) without being criminally prosecuted, (55% against legalization, 45% in favor of legalization). However, Nevada is one of the states that allows for use of marijuana for medical reasons (though this remains illegal under federal law).
Nevada has very liberal alcohol laws. Bars are permitted to remain open 24 hours, with no "last call". Liquor stores, convenience storesand supermarkets may also sell alcohol 24 hours per day, and may sell beer, wine and spirits.

Nevada voters enacted a smoking ban ("the Nevada Clean Indoor Air Act") in November 2006 that became effective on December 8, 2006. It outlaws smoking in most workplaces and public places. Smoking is permitted in bars, but only if the bar serves no food, or the bar is inside a larger casino. Smoking is also permitted in casinos, hotel rooms, tobacco shops, and brothels.[56] However, some businesses do not obey this law and the government tends not to enforce it.[57] Yet, in one case, they did prosecute an establishment called "Bilbo's." As of 2008, the trial was still pending.[58]

Nevada has been ranked as the most dangerous state in the U.S. for five years in a row, just ahead of Louisiana[59][60] In 2006, the crime rate in Nevada was approximately 24% higher than the national average rate. Property crimes accounted for approximately 84.6% of the crime rate in Nevada which was 21% higher than the national rate. The remaining 20.3% were violent crimes and were approximately 45% higher than other states.[61] In 2008, Nevada had the third highest murder rate, and the highest rate of robbery and motor vehicle theft.[59]

The economy of Nevada has long been tied to vice industries. "[Nevada was] founded on mining and refounded on sin—-beginning with prizefighting and easy divorce a century ago and later extending to gaming and prostitution", said the August 21, 2010 issue of The Economist.[36]
The Bureau of Economic Analysis[37][38] estimates that Nevada's total state product in 2010 was $126 billion. Resort areas such as Las Vegas, Reno, Lake Tahoe, and Laughlin attract visitors from around the nation and world. In FY08 the total of 266 casinos with gaming revenue over $1m for the year, brought in revenue of $12 billion in gaming revenue, and $13 billion in non-gaming revenue. As of August 2011, the state's unemployment rate is the worst in the nation at 13.4%.[40]
Its agricultural outputs are cattle, hay, alfalfa, dairy products, onions, and potatoes. Its industrial outputs are tourism, mining, machinery, printing and publishing, food processing, and electric equipment.
In portions of the state outside of the Las Vegas and Reno metropolitan areas, mining and cattle ranching are the major economic activities. By value, gold is by far the most important mineral mined. In 2004, 6,800,000 ounces (190,000,000 g) of gold worth $2.84 billion were mined in Nevada, and the state accounted for 8.7% of world gold production (see Gold mining in Nevada). Silver is a distant second, with 10,300,000 ounces (290,000,000 g) worth $69 million mined in 2004 (see Silver mining in Nevada).[41] Other minerals mined in Nevada include construction aggregates, copper, gypsum, diatomite and lithium. As of January 1, 2006, there were an estimated 500,000 head of cattle and 70,000 head of sheep in Nevada.[42] Most of these animals forage on rangeland in the summer, with supplemental feed in the winter. Calves are generally shipped to out-of-state feedlots in the fall to be fattened for market. Over 90% of Nevada's 484,000 acres (196,000 ha) of cropland is used to grow hay, mostly alfalfa, for livestock feed.

The state sales tax in Nevada is variable depending upon the county. The minimum statewide tax rate is 6.85%, with five counties (Elko, Esmeralda, Eureka, Humboldt, and Mineral) charging this minimum amount. All other counties assess various option taxes, making the combined state/county sales taxes rate in one county as high as 8.1%, which is the amount charged in Clark County. Sales tax in the other major counties: Carson at 7.475%, Washoe at 7.725%. The minimum Nevada sales tax rate changed on July 1, 2009.[43]
Nevada has by far the most hotel rooms per capita in the United States. According to the American Hotel and Lodging Association, there were 187,301 rooms in 584 hotels (of 15 or more rooms). The state is ranked just below California, Texas, Florida, and New York in total number of rooms, but those states have much larger populations. Nevada has one hotel room for every 14 residents, far above the national average of one hotel room per 67 residents.[44]
Prostitution is legal in parts of Nevada in licensed brothels, but only counties with populations under 400,000 residents have the option to legalize it. Although prostitution employs roughly 300 women as independent contractors, and not a major part of the Nevada economy, it is a very visible endeavor. Of the 14 counties that are permitted to legalize prostitution under state law, about 8 have chosen to legalize brothels. State law prohibits prostitution in Clark County (which contains Las Vegas), and Washoe County (which contains Reno). However, prostitution is legal in Storey County, which is part of the Reno–Sparks metropolitan area.

The Rhode Island economy had a colonial base in fishing. The Blackstone River Valley was a major contributor to the American Industrial Revolution". It was in Pawtucket that Samuel Slater set up Slater Mill in 1793,[61] using the waterpower of the Blackstone River to power his cotton mill. For a while, Rhode Island was one of the leaders in textiles. However, with the Great Depression, most textile factories relocated to southern US states. The textile industry still constitutes a part of the Rhode Island economy, but does not have the same power that it once had.
Other important industries in Rhode Island's past included toolmaking, costume jewelry and silverware. An interesting by-product of Rhode Island's industrial history is the number of abandoned factories—many of them now being used for condominiums, museums, offices, and low-income and elderly housing. Today, much of the economy of Rhode Island is based in services, particularly healthcare and education, and still to some extent, manufacturing.[62][63]
The headquarters of Citizens Financial Group, the 14th largest bank in the United States, is located in Providence.[64] The Fortune 500 companies CVS Caremark and Textron are based in Woonsocket and Providence, respectively. FM Global, GTECH Corporation, Hasbro,American Power Conversion, Nortek, and Amica Mutual Insurance are all Fortune 1000 companies that are based in Rhode Island.[65]

Health services are Rhode Island's largest industry. Second is tourism, supporting 39,000 jobs, with tourism-related sales at $3.26 billion in the year 2000. LEGISLATIVE AND JUDICIAL ASPECTS OF GEORGIA’S SPLOST LAW

LOCAL OPTION SALES TAXES

In addition to the 4% sales tax collected by the State of Georgia, three other sales taxes may be collected at the county level. The first of these is the Local Option Sales Tax (LOST) dating from 1978, the revenue from which is allocated between a county and the municipalities located therein. This was followed in 1985 by the Special Purpose Local Option Sales Tax (SPLOST), designed to assist counties in fulfilling their obligations as legal extensions of the State. Finally, the Educational Local Option Sales Tax (ELOST), operating as a variation of SPLOST, extended this method of funding to county and independent school districts in 1997, though control of the levy resides with the county government.

LEGAL AUTHORIZATION OF SPLOST LEVIES

SPLOST levies are authorized under the “special districts” provision of the Constitution of the State of Georgia (see Article IX, Section II, Paragraph VI). The SPLOST legislation itself is found in the Official Code of Georgia Annotated (see Title 48, Chapter 8, Article 3, Part 1, commonly referred to as section 48-8-110 et seq.). As indicated above, Georgia’s original SPLOST law dates from 1985. Over the last quarter of a century, though, that legislation has been amended any number of times. Rather than take readers through the myriad changes and additions that have been made to the law, the pertinent aspects of the legislation are summarized below.

EXTENT AND CONTROL OF SPLOST LEVIES

At first, the SPLOST law pertained only to projects undertaken by county governments in their capacities as legal extensions of the State, such as the construction of courthouses and jails. “Qualified” municipalities followed, becoming eligible to receive funding through SPLOST levies in 2004. A municipality is considered to be qualified if it offers any three of the twelve services specified in the law, such as fire protection and solid waste management, either directly or by contract. It is important to note that SPLOST levies are enacted countywide by county governments; they cannot be levied by school districts, which lack the authority to levy taxes, or municipalities. Unlike Local Option Sales Tax (LOST) levies, SPLOST levies are not joint county-municipal levies. Insofar as a SPLOST is concerned, it is only counties that can constitute “special districts” in a legal sense. Also, contrary to the state sales tax, SPLOST levies are applicable to food and beverage purchases.

SPLOST RESOLUTIONS

In order to implement a SPLOST levy, state law requires approval of a resolution establishing the levy via a countywide referendum. The levy can only be for specified capital improvement projects and must include a defined end date. By law, maintenance and operations expenses cannot be paid through SPLOST funding, nor can any other county or municipal facilities or services. The resolution must include a list of the county and municipal projects for which the levy is to be used, the estimated cost of each project, and (normally) the time period of the levy stated in either calendar years or calendar quarters. If the resolution calls for the issuance of general obligation debt in the form of bonds, it must also include the principal amount of the debt, the purpose for which the debt is being issued, the identity of the local government issuing the debt, the maximum interest rate or rates applicable to the debt, and the amount of principal to be paid during each year over the life of the debt.

SPLOST AND GENERAL OBLIGATION DEBT

Counties and qualified municipalities may use SPLOST revenues to retire existing general obligation debt. They may also issue general obligation debt in conjunction with SPLOST levies if that debt is used for the purposes of those capital projects specified in the SPLOST resolution. However, if general obligation debt is issued in this manner, a separate ballot resolution permitting such debt must also be approved via a countywide referendum.

DURATION OF SPLOST LEVIES

The duration of a specific SPLOST levy can vary according to a number of factors. The original iteration of the law, applicable to county governments only, limited collection of SPLOST taxes to a period of four years. Later, that duration was extended to five years.
When municipal governments became eligible for SPLOST funding, two other possibilities emerged. The duration of the levy would be five years under the three conditions that the county and its qualified municipalities did not enter into an intergovernmental agreement (IGA) concerning the allocation of the revenue generated by the levy, a “Level One” project was included, defined as a project intended to benefit the county acting in its capacity as a legal extension of the State of Georgia, and the estimated costs of all Level One projects was less than 24 months of anticipated revenues; the duration of the levy would be six years if the estimated costs of all Level One projects was equal or more than 24 months of anticipated revenues.
Consolidated city-county governments form yet another special case. If general obligation debt is to be issued in conjunction with the imposition of the tax, consolidated city-county governments need only to specify the maximum dollar amount to be raised by the SPLOST levy. No maximum duration for the levy, either in terms of calendar years or calendar quarters, need be specified.

ALLOCATION OF SPLOST REVENUES

Just as is the case with state sales tax levies, the Georgia Department of Revenue collects SPLOST levies. The Department of Revenue retains 1% of the revenue collected to defray its expenses. The remainder of the revenue collected is allocated among a county and its qualified municipalities according to either of two methods; by an intergovernmental agreement reached by the county and those municipalities or, absent such an intergovernmental agreement, by a population-based formula.

LEGAL INTERPRETATIONS OF THE SPLOST LAW

The Georgia Attorney General’s office issued an unofficial opinion in 1990 (U90-18) that said the list of projects that appears on a SPLOST resolution need not give the voters a high level of specificity, as the statute governing SPLOST resolution does not require it . According to the unofficial opinion, “There is no necessity that the description of the purpose or purposes for the tax be in exacting detail. Rather . . . the description and the purposes must be only so specific as to place the electorate on fair notice of the projects to which the tax will be devoted.” Merely noting the types of projects to be funded, assuming that they are in accord with the types of projects specified by state Code, is sufficient.
In September 1992, the Georgia Supreme Court decided the landmark case Dickey et al v. Storey et al. The Court ruled that the Floyd County Board of Commissioners erred by deviating from the specific list of projects included in the SPLOST resolution and by abandoning projects before their completions. According to the official opinion, “Construing these Code sections, we hold that the Board is not authorized to use proceeds from the SPLOST tax for a purpose entirely different from that contained in the SPLOST budget and account reports. We further hold that the Board is bound by the SPLOST budget and account reports to complete all projects listed therein unless circumstances arise which dictate that projects which initially seemed feasible are no longer so. In this regard the governing authority has discretion to make adjustments in the plans for these projects, but may not abandon the projects altogether.” The definition of “feasible” is conspicuous by its absence in the state law governing SPLOST and therefore remains open to interpretation. Even so, the Court’s decision clearly requires some condition outside the control of the county or municipality to render a project infeasible.
The Georgia Attorney General’s office issued an official opinion in March 1997 (97-7) concerning the ELOST variation of SPLOST. At issue was the definition of “capital outlay projects for educational purposes.” The Attorney General opined that expenditures for things such as school buses and equipment that have an extended useful life, and not just school buildings, did indeed qualify for ELSOT funding. According to the official opinion, “Therefore the term ‘capital outlay projects’ as used in the educational sales tax purpose amendment should be read as well to refer to major, permanent, or long-lived improvements or betterments, such as would be properly chargeable to a capital asset account and as distinguished from current expenditures and ordinary maintenance expenses.” Even so, such expenditures could only be paid through ELOST revenues directly and not through the issuance of general obligation debt.
Later that same year, in October 1997, the Attorney General’s office issued another official opinion (97-30) concerning ELOST. According to the official opinion, “. . . a referendum is required before a school board may borrow money for a term longer than twelve calendar months even if the borrowing is to be repaid from expected STEP collections. It is also my opinion, however, that a school may, without such referendum, engage in certain short-term borrowing for less than twelve calendar months, against the expectation of receipt of STEP collections, subject to certain constitutional and statutory constraints.” It appears that STEP is an acronym for “special purpose local option sales tax for educational purposes,” a precursor to the current ELOST terminology.
In May 2001, the Attorney General’s office issued a third official opinion dealing with ELOST and by extension SPLOST (2001-3). According to the official opinion, “Under the ‘interest follows principal’ rule, interest earned on public funds is an incident of principal and becomes a part of the account fund. . . Consequently, interest earned on educational taxes and on special county taxes becomes part of the tax proceeds in the account fund, which fund is required to be used exclusively for the purposes or purposes specified in the resolution or ordinance calling for the imposition of the respective tax.” Thus, any interest earned on ELOST or SPLOS tax revenues is considered to be the same as the revenue generated by the tax itself and may not be used for other, unrelated purposes.
Finally, the Attorney General’s office issued another official opinion (2007-5) in October 2007 concerning the interest earned on SPLOST revenue. According to the official opinion, “I have previously opined that the statuary restrictions . . . require that all accrued interest on the separately maintained SPLOST account also be used exclusively for the approved projects and likewise kept in the separate account maintained for SPLOST revenues. . . The plain language of the statute as well as prior construction of statutory language regarding the use of SPLOST funds requires that the SPLOST funds be kept in an account separate from other count funds and withdrawn only for the payment of expenses incurred with regard to the projects approved in the resolution or ordinance calling for the imposition for the tax.
In addition to the Dickey v. Storey decision noted above, other Georgia Supreme Court case law has bearing on the implementation of ELOST and SPLOST. For example, see Haugen v. Henry County (2004), a decision that says an “excess” of SPLOST funds cannot be declared until all projects identified in the SPLOST resolution have been completed, and Johnston v. Thompson (2006), a decision that that says counties cannot use SPLOST levies intended to fund school system-wide technology to fund the purchase of laptop computers for students.

FURTHER INFORMATION

Though care has been taken to be accurate, the information provided above is neither comprehensive nor exhaustive. Those readers desiring further information concerning the various qualifications, requirements, and technicalities of SPLOST levies are referred to publications from the Association County Commissioners of Georgia (2008) and the Georgia Municipal Association (2004).
Our mission is to provide voters with information about SPLOST referenda in their county and to change state law to maximize voter and taxpayer control over the selection of SPLOST projects. Consistent with this mission and our below stated beliefs we strive to provide the voters with information about and analysis of the individual projects included in SPLOST referenda in their county. In our analysis some of the things that we look at are:
  • Cost effectiveness
  • Number of people served
  • Past performance
  • Mandates
  • Other alternatives
While, as a result of our analysis, we do take positions on individual projects and SPLOST referendums as a whole we also present to the reader the information that we used to make those judgements so that they can decide for themself whether or not to support the SPLOST project and referendum as a whole.


We believe that a Special Purpose Local Option Sales Tax (SPLOST) can provide an excellent means of financing projects that have broad community support. It allows the citizens to authorize and fund specific projects without giving their elected officials a blanck checkbook. Another appealing feature of a SPLOST is that once the project(s) are paid for it goes away and the taxpayers are not left with a permanent tax. This is the idea and we agree with that idea.

In practice the SPLOSTs combine many projects into one referendum. Often many of the projects do not enjoy broad community support but are included in the list as a favor to certain special interests. The voters often have to vote for five or ten projects that they oppose inorder to pass the two or three that they strongly support. Another probelem with current practice is that SPLOST referendums are often held concurrent with elections with low expected voter turnout and the special interests promoting the SPLOST can have a greater effect on the referendum.

State laws can be changed or passed to correct these deficiencies in SPLOST practice. In the mean time voters can reject these bad practices by voting agains SPLOST referendums that combine many projects into one referendum or that are held consurrent with special or low turnout elections.
  • SPLOST referendums should be held concurrent with general elections when there is the largest voter turnout.
  • SPLOST projects should be individually voted upon and approved or rejected by the voters in the general election.
  • SPLOST projects should be specific enough that the voter can know what they are approving or rejecting.
  • SPLOST projects that materially change whether in cost or scope should be brought back before the voters for approval.
  • SPLOST programs should be limited in duration to no more than six years to ensure that the people that approved the projects as voters are still around to pay for it as taxpayers.
Introduction: The Athens Clarke County SPLOST 2011 proposal contains 33 projects for the county and a portion for the cities of Bogart and Winterville. It follows SPLOST 2005 expiring at the end of 2010. The proposed SPLOST is for $195 million dollars, will increase the operating budget by over $3 million dollars, and is expected to last for ten years. The voters will vote November 2nd to accept or reject this proposal.
Taxpayer Friendly Recomendation: Vote No
  • There are too many projects on the list and the projects that are on the list are too expensive and wasteful.
  • Many of the projects are unspecified pots of money for the County Commission to decide to spend at a later date on the priorities that they determine.
  • It will increase property taxes by adding over 3 million dollars annually to the operating budget (over $60.00 per househhold) and removing taxable property from the tax digest.
  • The duration of this SPLOST is too long (roughly 9 - 10 years) and we do not know what the needs and priorities of the voters will be at that time.
  • There are too many projects for special interests.
While the SPLOST 2011 contains some needed projects almost all of the projects are unnecessarily expensive and many of them are not needed or are geared to a narrow constituancy. Furthermore the duration of the SPLOST is too long and the projects will increase operating expenses by more than 3 million dollars per year or over $60.00 per household.

The recent tennis center controversy is a good example of a project that was ill defined but inserted into an earlier SPLOST referendum that was passed. Now, years later, we find that there is only enough money to buy land or build the tennis center but not both. A number of neighborhoods have said that they do not want it in their parks. Had this project been better defined and voted upon individually it is doubtful that it would have ever passed.
The table below lists the amount of additional sales taxes that the taxpayer will pay over the course of this proposed SPLOST. The voters should ask themselves if they are willing to pay the following amounts for the listed projects.

Supporters of TSPLOST doubt results of WSB-TV poll

ATLANTA —
Members of Atlanta’s Tea Party Patriots say they’re not surprised by a Channel 2 Action News poll that showed a proposed penny sales tax for transportation may not get past voters.

The Rosetta Stone poll showed 42 percent of voters support the referendum and 45 percent oppose it, with that number drastically higher in the suburbs.

The one cent sales tax is on the ballot in the July 31 state primary. It would raise more than $6 billion for transportation projects in 10 metro Atlanta counties. Other regions of Georgia will vote on their own version.

Members of the Tea Party Patriots told Channel 2 political reporter Lori Geary that they are just starting their push to defeat the TSPLOST, but supporters dispute the poll and say the tea party is against traffic relief and thousands of new jobs.

“Eighty-seven percent of metro Atlantans agree we have a transportation problem," Jeff Dickerson told Geary. Dickerson represents a group that is pushing for the transportation tax.

“People who live the farthest out and have to commute the farthest distance are going to get the most benefit," Dickerson said.

Dickerson’s group showed Geary the results of its own poll that showed support for the transportation referendum at 51 percent compared with 36 percent against the plan.

"[They are] saying no to 200,000 new jobs that are going to be created. No to $19 billion in new income and yes to a lot more congestion," Dickerson said.

Debbie Dooley, cofounder of the Tea Party Patriots, is teaming up with the DeKalb County NAACP and the Sierra Club against the referendum. Dooley told Geary she has to think outside the box because she doesn’t have the money to advertise.

"People have to ask themselves, ‘Have my elected officials been spending my tax dollars wisely,’ If the answer is no, then why on earth would you vote to give them more tax dollars?" Dooley said. "We've been saying all along we would defeat this because this is a tax."

Governor Deal has used his connections from the Georgia Legislature to create jobs and bring businesses to the state of Georgia, and we look forward to the 2-3% growth once we address the federal budget deficit, cuts, and removing 1/5 of the federal government workforce to reduce the size of government current to 30 million unemployed. It takes 5 private sector employees to pay for 1 government employee; therefore, we will encourage at least 30 million to leave the federal government, be given grants, and start small businesses to hire those who are unemployed currently. Metro Atlanta’s unemployment rate fell to 8.5 percent in April — its lowest level since December 2008 when it was 7.7 percent, the state labor department said Thursday.
The jobless rate dropped from 8.7 percent in March and 9.3 percent a year ago.
The rate declined because the number of new jobs grew by 14,800 to 2,331,100. That was highest number of jobs in metro Atlanta since November 2011.
For the core metro counties, Gwinnett posted the lowest rate at 7.6 percent. Cobb was next with 8 percent, followed by DeKalb (8.9 percent), Fulton (9.2 percent) and Clayton (10.5 percent).
Statewide, Metro Athens had the lowest area rate at 6.5 percent, while metro Dalton had the highest at 11.4 percent.
Last week, the labor department said Georgia’s unemployment rate declined for the ninth consecutive month in April to 8.9 percent. It the first time in more than three years the rate has dropped below 9 percent.
Statewide, the rate declined as the number of new jobs grew by 31,900, to 3,926,000. That was the highest number of jobs in Georgia since January 2009.
The industries showing growth were: trade and transportation; leisure and hospitality; professional and business services; construction; and education and healthcare. While the state gained jobs overall, state and local governments shed 3,300 jobs.
Georgia and metro Atlanta still trail the national unemployment rate, currently at 8.1 percent.

The economy has barely grown since PBO and the Dims took office in 2008; all the growth has happened in spite of what they did, not because of it.
Why are people sitting on their money instead of investing it if the gov’t environment for business is so good? Because it isn’t.
When, (not if), PBO and the Dims are replaced in November, business and employment will vault into positive territory, almost overnight.
There’s a new generation of suckers born every thirty years that falls for the ultraleftist propaganda. It takes abject failure, like in the late 70s, to jolt people out of the fog and to realize that the liberals don’t have a clue what they’re talking about. They know a lot about deceiving people, but as for gov’t and business, they don’t know stump.

26 straight months of job growth nationally. The economy started turning around the month the stimulus was enacted, and unemployment would have improved more quickly if it had been bigger. Obama is spending at a lower rate (less increase) than any president since Eisenhower, despite what the Republican lemmings are led to believe. The Republican messiahs, Reagan and W. Bush, spent more than any other president during that time. We’ve already tried the policies that Romney advocates and they have repeatedly proved to be a resounding failure. But unfortunately, we’ll continue to have uneducated, lower middle class “conservatives” (like above) who try to pin the blame on Democrats when they don’t know enough about the economy to realize they are in the position they’re in because of their own ideology (Georgia’s recovery has been slower than the rest of the country because of the policies of the state Republicans). It’s unfortunate that they’ll keep voting against their interests and put themselves in a worse position over time.

Food Stamp Fraud: Agriculture Department Taking New Steps To Combat Selling Benefit Cards

WASHINGTON — Food stamp recipients are ripping off the government for millions of dollars by illegally selling their benefit cards for cash – sometimes even in the open, on eBay or Craigslist – and then asking the government for replacement cards.
The Agriculture Department wants to curb the practice by giving states more power to investigate people who repeatedly claim to lose their benefit cards.
It is proposing new rules Thursday that would allow states to demand formal explanations from people who seek replacement cards more than three times a year. Those who don't comply can be denied further cards.
"Up to this point, the state's hands have been tied unless they absolutely suspected fraudulent activity," said Kevin Concannon, the department's undersecretary for food, nutrition and consumer services.
Overall, food stamp fraud costs taxpayers about $750 million a year, or 1 percent of the $75 billion program that makes up the bulk of the department's total budget for the Supplemental Nutrition Assistance Program.
Most fraud occurs when unscrupulous retailers allow customers to turn in their benefits cards for lesser amounts of cash. But USDA officials are also concerned about people selling or trading cards in the open market, including through websites.
Last year, the department sent letters urging eBay and Craigslist to notify customers that it's illegal to buy and sell food stamps. USDA officials followed up last month, saying they are still getting complaints that people are using the websites to illegally market food stamps.
Both eBay and Craigslist have told the government they are actively reviewing their sites for illegal activity and would take down ads offering food stamp benefits for cash. The USDA also has warned Facebook and Twitter about the practice.
South Dakota, Oklahoma, Washington, D.C., Minnesota and Washington state have the highest percentage of recipients seeking four or more replacement cards over a year. But USDA officials said that doesn't necessarily indicate a high rate of fraud. All states are required by law to reissue lost or stolen cards to those who are eligible for benefits.
Wyoming, Idaho, New Hampshire, North Carolina and Alabama have the lowest percentage of households requesting four or more cards in a 12-month period.
In North Carolina, the state already issues warning letters to people who request four replacement cards in a year, letting them know that officials are monitoring them closely. Dean Simpson, chief of economic family services for the North Carolina Division of Social Services, said the new rules would give her state even more of a boost in curbing food stamp fraud.
"I think it would help with the trafficking and let individuals know they are being observed and watched," said Simpson, who oversees the state's distribution of food stamps.
More than 46 million people receive food stamps, nearly half of them children. The average monthly benefit is $132 per person.
Benefit cards work like debit cards, allowing users to swipe them for food purchases at some 231,000 stores around the country that are authorized to take part in the food stamp program. Once a card is reported lost or stolen, it can be disabled immediately. But the USDA does not require photo identification, since several members of a family, including children, may use the cards at different times.
Concannon stressed that the USDA wants to be sensitive to vulnerable people who may lose their cards for innocent reasons. While it may sound suspicious for someone to lose a card two or three times a year, food stamp recipients include many people who are homeless or have dementia or mental illness, he said.
"Our concern is that in many instances, it may point to a trafficking issue," he said.
Last year, about 850,000 people were investigated for possible food stamp fraud. About 2,000 stores were sanctioned for illegal conduct, and 1,200 stores were permanently removed from the food stamp program.
Large supermarkets are seldom involved in illegal activity, Concannon said. The vast majority of fraud is found in smaller shops and convenience stores.
The USDA is currently developing tougher sanctions and penalties for retailers engaging in food stamp fraud. It is also taking steps to make sure that people disqualified from the program for illegal activity are not able to use it again in other states.

Americans Favor Budget Compromise Over Shutdown, 58%-33%

Democrats have slight upper hand on ratings of budget dealings

PRINCETON, NJ -- With Congress facing a midnight Friday deadline to pass a federal budget before a partial government shutdown occurs, a new Gallup poll finds Americans rooting for a deal. By 58% to 33%, more Americans want government leaders who share their views on the budget to back a compromise and avert a shutdown rather than hold out for a budget they agree with.
The difficulty for House Speaker John Boehner and other Republican leaders is that rank-and-file Republicans' views on this question are starkly different from those of the public at large. The slight majority of Republicans nationwide, 51%, want the people in government who share their views to hold out for a budget they agree with rather than compromise. This compares with 27% of Democrats and 29% of independents who say the same.
Obama and Democrats Get Better Marks on Budget Dealings Than Republicans
The same poll finds that slightly more Americans believe President Barack Obama and the Democrats in Congress are doing the better job on the budget dealings than say the Republicans in Congress are, 41% to 34%.
The percentage of Americans preferring the Republicans in Congress on this question slipped to 34% from 42% in late February. At the same time, the percentage of Americans having no preference for either side (those who say both parties are doing an equally good job or who have no opinion) rose from 19% to 25%, while their preference for Obama and the Democrats held steady at close to 40%.
Center of Balance on Spending Cuts Is Still to the Right
Despite Americans' preference for Obama's and the Democrats' handling of the budget dealings, and their penchant for compromise, their appetite for spending cuts is a bit more in line with the Republicans' proposals rather than the Democrats'.
According to the new poll, 45% of Americans believe the budget proposals made by Obama and the Democrats do not go far enough in cutting federal spending. By contrast, significantly fewer, 32%, believe the Republicans' proposals go too far. These figures, essentially the same as in February, represent the percentage of Americans agreeing with the criticisms each party is leveling against the other.
Bottom Line
The American public has clearly and consistently expressed a desire for elected officials in Washington to pass a new fiscal year budget without bringing government operations to a halt. While a shutdown poses political risks to Republicans and Democrats, both sides also bring slight advantages in public opinion to the negotiating table. Obama and the Democrats in Congress currently hold a slight edge over the Republicans in Congress in public perceptions of which group is better handling the negotiations. Republicans are on stronger footing when the subject is spending cuts: more Americans believe the Democrats have come up short on this front than say the Republicans have gone too far.
Survey Methods
Results are based on telephone interviews conducted April 5, 2011, on the Gallup Daily tracking survey, with a random sample of 1,014 adults, aged 18 and older, living in all 50 U.S. states and the District of Columbia, selected using random sampling methods.
For results based on the total sample of national adults, one can say with 95% confidence that the margin of error is ±4 percentage points.
Interviews are conducted with respondents on landline telephones and cellular phones, with interviews conducted in Spanish for respondents who are primarily Spanish-speaking. Each daily sample of 1,000 national adults includes a minimum quota of 400 cell phone respondents and 600 landline respondents, with additional minimum quotas among landline respondents for gender within region. Landline numbers are chosen at random among listed telephone numbers; cell phone numbers are selected using random-digit-dial methods. Landline respondents are chosen at random within each household on the basis of which member had the most recent birthday.
Samples are weighted by gender, age, race, Hispanic ethnicity, education, region, adults in the household, phone status (cell phone only/landline only/both, having an unlisted landline number, and cell phone mostly). Demographic weighting targets are based on the March 2010 Current Population Survey figures for the aged 18+ non-institutionalized population living in U.S. telephone households. All reported margins of sampling error include the computed design effects for weighting and sample design.
In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
Polls conducted entirely in one day, such as this one, are subject to additional error or bias not found in polls conducted over several days.

The U.S. debt is roughly $10.6 trillion and the government spent $253 billion servicing it last year. With the mounting yearly deficits, that cost is skyrocketing.
During the debate over the $787 billion economic stimulus plan aimed at pulling the U.S. economy out of its downward spiral, Republicans argued that the cost was really over $1.1 trillion because of the cost to service the additional debt.
Lest folks think that current low borrowing costs would make the burden a little lighter, Obama’s fiscal 2010 budget projected that during his upcoming four years in office the cost will run roughly $1 trillion.
How does spending $447 billion just in interest payments on the debt in 2013 sound? And $694 billion in 2019 alone? Unfortunately H.R. 4872 is the tip of the iceberg for unwanted and unsequestered  appropriation of taxpayer dollars. Government gluttony has been the cause of a $15 trillion dollar deficit, a credit downgrade and near total default, along with a failure to restrict the budget and entitlement spending while being a nation at war for 10 years. For these reasons, we must spare ourselves and our economy the damage of another credit downgrade, charge Obama with misappropriation and fraud, or we stand on the brink of watching our nation burn for the freedom that begat financial enslavement to the government.

I wish in writing this my hands had not seen the toil and fruitlessness of these recent years: in raising the debt ceiling twice since 2006, the current government has not remained accountable to the citizens it serves. Instead, our country has begun to function like a flowering Empire or a budding dictatorship. No President in U.S. history has indebted half our credit to China, lowing the value of the dollar to be worth less than 50 cents, and if we are to uphold the Constitution as the law of the land, Obama can not remain President based solely upon fear of retraction of his removal or feigned allegations of racism. In fact, Obama’s misappropriation has been called treacherous and treasonous, being unable to account for responsible use of nearly $10 trillion since 2006, something that goes beyond categorical misappropriation.

As Osama bin Laden said it best: “We are continuing this policy in bleeding America to the point of bankruptcy. Allah willing, and nothing is too great for Allah.” The last time I checked, we still trust in God, and while we have lost faith in Obama’s deceit over his birth certificate and subpoena issued on 8-8-11 and evidence that judicial websites were altered to conceal public records search of the matter, even obscuring and corrupting Supreme Court records, the subsequent revelation of Gaddafi dumping $15 million into CAIR, with Muslim Moderates being some of Obama’s biggest donors is a matter of national security and of interest in the preservation of our country’s best interests. Obama’s misrepresentation of his motives for Office is now magnified by this inability and now unwillingness to work with Congress by threatening perpetual veto of any Conservative legislation to create jobs or cut the budget he hasn’t written, albeit the Senate passes it, Obama still says he intends to veto any of it.

Additionally, the government must be realigned to its original design of the four umbrellas of government, or the government will inherently fail with or without Obama at the helm, to suffice the purpose for which it was created to do. In accordance with the cuts already petitioned to the Senate and Super Committee, we pray that this model assist in government restructuring, permitting the removal of programs that do not meet the basic funding requirements of government design. Our main problem is that we have deviated form Constitutional priorities on spending, as originally there were only 4 cabinets under President Washington, or 4 umbrellas that government expenditures from tax revenue were to cover:
1) Defense
2) Patents/intellectual property
3) Courts/judiciary
4) Diplomacy/international affairs

What is included now in mandatory spending is really discretionary, outside of these four umbrellas of government. Any program that is not exclusively one of these four umbrellas is subject to budget cuts or being struck through entirely; as this is the basis for zero-based budgeting. With a $15 trillion dollar deficit, we need to cut our way back to funding these four umbrellas of government, until we achieve an overage of projected revenue, which will be applied to paying off the deficit to absorb the interest at an annual rate of reduction of debt.

While there are a whole host of programs, it is crucial we consider that with $.42 of every tax dollar spent on defense that with the other $.50 being leveraged as unfunded spending, now in the form of public debt, versus real revenue and actual deficit, this is breaking the American dollar note if half. Going to coins, especially dollar coins, reduces the cost of replacing used notes while moderating inflation with a new monetary control. Primarily, just as much as H.R. 4872 was passed by reconciliation, it may also be declared today as repealed, in that it is outside Constitutional government and budgeting, and thereby dead; in effects of its requirements and punishments, given the fact it is gross misappropriation. Now that we have declared H.R. 4872 dead this day by budgetary control, we may apply this process to other programs acting outside Constitutional law.

Here are the programs slated under budgetary control, as identified and agreed for Tea Party cuts and targets that go further to address the lack of any budget the Obama Administration failed to produce:
1) Department of Education - how we go about cutting or eliminating this program is crucial, in that it would be absorbed under the courts and judiciary. An uneducated society becomes a burden to the courts; therefore, the courts should share funding with DOE or divide it with the judiciary, to give checks and balances as to where and how money should be spent and to prevent corruption in the judiciary from being a wheel or turn-style mechanism for cranking out corruption and sucking up taxpayer dollars with no results or societal returns.
2) Department of Energy - we can split some funding between the Department of Defense or patents. We have a serious issue when global warming has been elevated to a political issue, when it is a factor of environmental science. Based on popular political opinions global warming has become a god requiring exorbitant funding, but if people were educated to taking Physics in high school, they would already know that kinetic energy and over-population are driving destructive weather patterns and trends: this does not require another limb of government to address it.
3) Federal Housing Programs - have pandered to race, and the Clinton Administration put us on a path to where we could not sustain the expense of government involvement. The government is to enforce the financial reform legislation; which Obama refuses to do, because of his donor ties and constituencies related to Fannie Mae and Freddie Mac. This falls under no umbrella, except if strains the judiciary and only a small amount should be appropriated from taxpayer dollars to deal with this issue. The government should be amassing penalties for bailouts and fraud against taxpayers for unethical operation. The government must enforce the laws it creates, or it is ineffective.
4) Highway and Transit - as we meet the Iraq withdrawal and continue to address defense issues, what is cut from defense can be spent on infrastructure. This way, we can tangibly spend responsibly as we gear toward a peace time economy.
5) Department of Agriculture - falls under the patent division. As farming advances, and we must teach self-sufficiency rather than food stamp allotments, we are to regroup this under patent funding appropriation.

**Welfare and debt are local issues; the state must be accountable for their use of federal money, not states straining the entire nation as a whole!

Anything else that is not covered here may be considered for privatization, and this is extremely important, because it creates jobs and sparks innovation. In order for the government to become a respected, relevant, and lawfully operating entity as it should be, it must be relegated back to its original design and act within the means that taxpayers fund the government that they want to have. Texas, that shining star, has been a micro model for the use of the 10th Amendment principles under Texas Governor Rick Perry. If you want to see a successful model of this in action, look at Texas.

We support these methods of cutting the budget, and we suggest that the Super Committee not just pick enough cuts from the Tea Party sanctioned cuts, but continue this process though the end of this year, before likely adopting the Paul Ryan or Coburn budget plans for 2012. The Tea Party has plenty of steam to continue pressing for Conservative government and leadership in all areas of federal government that will produce conducive results for what we want for the future.

The Numbers: What are the federal government’s sources of revenue?
Individual income taxes and payroll taxes now account for four out of every five federal revenue dollars. Corporate income taxes contribute another 12 percent. Excise taxes, estate and gift taxes, customs duties, and miscellaneous receipts (earnings of the Federal Reserve System and various fees and charges) make up the balance. The composition of tax revenue has changed markedly over the past half century, with payroll taxes contributing an increasing, and corporate income and excise taxes a decreasing, share of the total, but the share provided by individual income taxes has remained roughly constant.

  • In 2008 the federal government collected $2.5 trillion, an amount equal to 17.7 percent of GDP. Federal revenue has ranged from 14.4 to 20.9 percent of GDP over the past five decades, averaging 18.2 percent.
  • The individual income tax has been the largest single source of federal revenue since 1950, averaging just over 8 percent of GDP.
  • Payroll taxes swelled following the creation of Medicare in 1965. Taxes for Medicare, combined with periodic increases in Social Security taxes, caused payroll tax revenue to grow from 1.6 percent of GDP in 1950 to more than 6 percent since 1990. Payroll taxes also include railroad retirement, unemployment insurance, and federal workers’ pension contributions.
  • Revenue from the corporate income tax fell from between 5 and 6 percent of GDP in the early 1950s to 2.1 percent of GDP in 2008.
  • Excise taxes fell steadily throughout the same period, from nearly 3 percent of GDP in 1950 to 0.5 percent in recent years.
The remaining sources of revenue have fluctuated less, together claiming between 0.5 and 1.0 percent of GDP since 1950 and standing near the bottom of that range in 2008.

  • This week’s funding measure follows on the progress made earlier this year when House Republicans passed legislation that eliminated more than 40 wasteful programs in the Department of Education alone, and cut or eliminated hundreds more (see full list here).

  • With the debt now topping an astronomical $15 trillion, it is critical for Democrats to stop insisting on more ‘failed’ stimulus spending and start working with Republicans on solutions that will put America on a more sustainable fiscal path.  A good first step would be passing the House’s pro-growth Path to Prosperity budget, and supporting the Balanced Budget Amendment the House will pass this week.  If Senate Democrats continue blocking the House-passed budget, they owe it to Americans to put forth a plan of their own.  They have, after all, had more than 900 days to come up with one.  “We can’t wait” to hear what they have to offer.

Fact check: Obama's trillion-dollar exaggeration

President Obama has repeatedly and falsely claimed that "right now, we're scheduled to spend nearly $1 trillion more" in tax cuts for the "wealthiest 2% of Americans." That's simply not true. The Bush tax cuts — which Obama and Congress extended for two years — expire at the end of this year, so any plans to "spend" beyond Dec. 31, 2012, would require Congress to act again.

The White House told us that the president is referring to the $968 billion that "we save" over 10 years by allowing the Bush tax cuts to expire as scheduled for high-income wage earners and returning the estate tax rate to 2009 levels. But that's money "saved" compared with extending the expiring cuts, not compared with current law. The fact is that the U.S. is not "scheduled to spend" that money and can't spend it without changes to current law.
On the day he released his fiscal year 2013 budget, Obama visited Northern Virginia Community College in Annandale, Va., to discuss his budget proposals. He talked about "shared responsibility" — referring to his belief that the Bush tax cuts should be allowed to expire, as planned, at the end of 2012 for the families making more than $250,000 a year and individuals earning more than $200,000.
Obama, Feb. 13: Right now, we're scheduled to spend nearly $1 trillion more on what was intended to be a temporary tax cut for the wealthiest 2% of Americans. We've already spent about that much. Now we're scheduled to spend another trillion.

This has become a standard line in the president's stump speech as he begins to campaign for reelection in earnest. He made a similar statement in his Jan. 24 State of the Union address and again and again in a string of follow-up speeches in Arizona, Michigan and Iowa.

The president often refers to families earning more than $250,000 a year (and individuals earning more than $200,000) as "the wealthiest 2% of Americans." He did it throughout the debate in the final months of 2010, when he failed to convince Congress to allow the Bush tax cuts to expire as scheduled on Dec. 31, 2010, for "the wealthiest 2% of Americans," and keep them for those earning less than that. We figured — correctly — that the president was referring to the temporary income tax cuts enacted by Bush in 2001 and 2003 and extended by Obama in 2010.
But we were puzzled by Obama's repeated claim that the U.S. "right now" is "poised" to spend "nearly $1 trillion more" on the Bush tax cuts. The fact is that when Obama and Congress negotiated a two-year extension of the Bush tax cuts for all taxpayers, the nonpartisan Joint Committee on Taxation estimated it would cost $363.5 billion through Dec. 31, 2012. That's not close to "nearly $1 trillion" and that was the cost for all taxpayers, not just the wealthy.
We asked the White House to explain the president's claim. In an email exchange with us, the White House pointed us to Table S-9 on page 236 of the budget summary tables. The White House said that the federal government would realize a "combined savings" of $968 billion by allowing the income tax cuts to expire for high-income taxpayers and returning the estate tax to 2009 rates.
But saving money is not the same thing as spending money if the payments are automatically scheduled to stop. By the president's logic, a car owner is scheduled to spend $36,000 in car payments over the next 10 years, even though the $300 monthly car payments are due to end on Dec. 31, 2012. Unless, of course, the car owner goes out and buys a new car. Likewise, the only way the tax cut can be extended beyond 2012 is if Obama signs a law extending it, or if Congress overrides his veto — or if Obama loses reelection and the next president retroactively reinstates the tax cut.
It's true that Republicans would like to extend the Bush tax cuts, and there is legislation that proposes to make them permanent. But right now the Bush tax cuts are due to expire, so claiming the U.S. is "scheduled" or "poised" to pay "another trillion" is just wrong.
In delivering his $1 trillion talking point in Michigan, the president was interrupted by a member of the audience, who shouted out, "That's not fair!" The president agreed. "That's not fair," he said. To which, we would add: It's also not true.
It would be true, however, if the president said it would cost the U.S. nearly $1 trillion in lost tax revenue to extend the Bush tax cuts for the wealthiest 2% of Americans for another 10 years and return to the 2009 estate tax rates.
Now, Obama also said that "we've already spent" about a trillion dollars on the Bush tax cuts. It wasn't clear whether he was talking about lost revenue from just the wealthy or all taxpayers. The tax cuts cost the federal government $1 trillion in lost revenue over 10 years from all taxpayers, according to a December 2010 report by the nonpartisan Congressional Research Service. And, as we said earlier, the two-year extension cost an additional $363.5 billion in lost revenue. Other partisan groups have put the figure much higher. Citizens for Tax Justice puts the total at more than $2 trillion over 10 years. The Tax Foundation says that "there is no definitive answer" for how much the Bush tax cuts cost in lost revenue.

The “Obama the Frugal” reinvention probably won’t go over successfully with anybody who has spent the last few years, you know, conscious — but he’s trying:
At a fundraiser for his re-election campaign in Denver tonight, President Obama set out to upend conventional Republican wisdom that his administration has been defined by excessive government spending.
“I’m running to pay down our debt in a way that’s balanced and responsible. After inheriting a $1 trillion deficit, I signed $2 trillion of spending cuts into law,” he told a crowd of donors at the Hyatt Regency. “My opponent won’t admit it, but it’s starting to appear in places, like real liberal outlets, like the Wall Street Journal: Since I’ve been president, federal spending has risen at the lowest pace in nearly 60 years. Think about that.”
Obama was referring to an analysis released this week by Rex Nutting, a reporter for CBS MarketWatch who is also affiliated with the Wall Street Journal. Nutting concluded that Obama has presided over the slowest growth in federal spending in decades.

The Romney campaign noted that more than $5 trillion has been added to the debt during Obama’s first term, though in 2008 Obama called the $4 trillion added under Bush ”unpatriotic.”
The Republican National Committee pointed out that while growth of spending and debt may have slowed, Obama has overseen the three largest deficits in U.S. history. (They also pass along fact-checker Politifact’s 2011 designation of Obama as the “undisputed debt king” of the last five presidents.)
Every White House suggestion I’ve seen to pay down the debt involvesincreasing the debt massively and then flinging it off the charts within a decade, along with the rest of the country. Somehow that saves money in the long run.

And since we’re talking actual deficits, we have this from the USA Today: Applying accounting practices the government insists we use in the real world but won’t apply to themselves, last year’s federal deficit wasn’t $1.3 trillion, but rather… $5 trillion (h/t Ed Morrissey):
The typical American household would have paid nearly all of its income in taxes last year to balance the budget if the government used standard accounting rules to compute the deficit, a USA TODAY analysis finds.
Under those accounting practices, the government ran red ink last year equal to $42,054 per household — nearly four times the official number reported under unique rules set by Congress.
A U.S. household’s median income is $49,445, the Census reports.
The big difference between the official deficit and standard accounting: Congress exempts itself from including the cost of promised retirement benefits. Yet companies, states and local governments must include retirement commitments in financial statements, as required by federal law and private boards that set accounting rules.
The deficit was $5 trillion last year under those rules. The official number was $1.3 trillion. Liabilities for Social Security, Medicare and other retirement programs rose by $3.7 trillion in 2011, according to government actuaries, but the amount was not registered on the government’s books.
The White House, and much of Congress for that matter, should save any laughable braggadocio about frugality for “Inside the Beltway night” at the Improv.

Donors overwhelm blood drive for Aimee Copeland

One first-time donor drove more than two hours and a Knoxville, Tenn., resident detoured from her Gulf Shores vacation itinerary Tuesday, both wanting to give blood to help a woman they’ve never met, but whose story tore at their hearts.

That was part of the huge response created by a University of West Georgia benefit blood drive for Aimee Copeland, 24, a UWG graduate psychology student who contracted a rare flesh-eating bacterial infection from a May 1 homemade zip line accident.

“It was an overwhelming turnout,” said Claire Rossie, spokesperson for Shepeard Community Blood Center, the blood supplier for JMS Burn Center of Doctors Hospital of Augusta, where Copeland remains in critical condition. “We had 163 registered donors. Blood was drawn from 127 and 113 good units were collected.”

Rossie said because of the long waiting lines, 15 people had to leave and another 75 left their names and contact information for a later blood drive.

That second UWG drive has already been scheduled for Friday, June 1, from noon to 5 p.m. at the same location, the Campus Center gymnasium.

“We were prepared for 200 people, but due to the overwhelming numbers, we ran out of time,” Rossie said Wednesday. “We didn’t get back to Augusta until midnight and we had other drives this morning. People were excited about giving blood and we want to go back there to help.”

Rossie said while Copeland has not required a large amount of blood, the Copeland family partnered with Shepeard because it supplies the burn center.

“They’ve met so many families going through the same thing and they want to help others in need,” she said. “They said that Aimee is such a caring person that this is something she would want.”

Rossie said burn patients often require a lot of blood and many will be helped by the donations.

Aimee’s problems began May 1 when she fell from a homemade zip line onto rocks in the Little Tallapoosa River. She suffered a large gash on her left calf that was closed by 22 staples. After a few days of worsening pain, she was diagnosed with necrotizing fasciitis, often called “flesh eating bacteria.” The bacteria causing the infection, Aeromonas hydrophila, lives in warm river water, but infection from it usually causes only minor illness.

Copeland was airlifted to the Augusta burn center, where her left leg was amputated, and doctors at one point gave her little chance of survival. She has since rallied.

Although she still remains on a ventilator, she has been communicating with family members for several days and her family is hopeful she won’t lose her other foot and her hands, as originally feared.

“The University of West Georgia community wishes to thank all of the people who donated blood in honor of Aimee Copeland,” said Dr. Beheruz N. Sethna, the university’s president and professor of business education. “We’re very grateful for their support. We continue to send our very best wishes for her recovery and ask everyone to keep her in their thoughts and prayers as she continues her fight.”

Meanwhile, the first of a series of benefit fundraisers for the Aimee Copeland Fund will be held at 8 p.m. Friday in the Moonshadow Music Hall at Sunnyside Cafe in Carrollton, where Copeland is employed. The theme of Friday’s show will be folk and gospel-bluegrass. Admission will be $10 and all proceeds will go to the fund.

People can also donate to “Aimee’s Fund”, c/o United Community Bank, 119 Maple St., Carrollton, GA 30117. Or, they can go to the online site and use PayPal to donate.

Collection jars for the fund can be found in Sunnyside Cafe and several other businesses around Carrollton.

A similar blood drive is being held for Copeland in her hometown of Snellville in Gwinnett County. The South Gwinnett Rotary Club is hosting a blood drive May 21 at the First Baptist Church of Snellville from 10 a.m. to 6 p.m., according to the Gwinnett Daily Post.

The UWG Psychology Department is maintaining a website, http://uwgpsychology.org/2012/aimee-copeland, to provide updated information on Copeland’s condition from her parents.

What's in the water that got Aimee Copeland sick???

We dropped the samples off to Emory's Center for Global Safe Water to test for Aeromonas Hydrophilia, the bacteria that caused Aimee's condition.

Researcher's grew the cultures overnight and told us that the bacteria is common and usually not a threat unless you have a deep cut.

"We found a concentration of about 140 cells per mL, which is roughly a tablespoon," said Amy Kirby. "That means in every tablespoon of water in the Little Tallapoosa River, there are 140 cells of aeromonas."

That may seem like a lot, but we're told it's nothing to be alarmed about.
Aeromonas is a bacteria you'd find in almost any untreated water -- like a lake or river.
But it alarmed many people after that same bacteria gave Aimee Copeland necrotizing fasciitis, a disease that has her fighting for her life.

Researchers at Emory University say the levels of Aeromonas change daily.

They've seen up to 10,000 cells per mL in the water, but since the disease is so rare- there's no way to tell how much will make you sick.

The main risk is how you're exposed to it.

"You have to be cautious when there is a deep cut or traumatic wound," said Joshua Shak.

"The water and the bacteria get forced into the really deep tissue and then it's difficult to get them back out when you clean," added Kirby.

The bacteria is then able to grow...and spread... and in rare cases...cause necrotizing fasciitis.

Aeromonas is not even the main cause of the infection.

"It's actually rare," Kirby said. "The most common form of necrotizing fasciitis is actually caused by the bacteria streptococcus."

Strep, a name many are familiar with, caused the same disease for a South Carolina Woman.
Lana Kuykendall noticed a black and blue bruise that spread all over her body after she gave birth to twins.

"Like Aeromonas, streptococcus is a very ubiquitous bacteria so you are going to be exposed to it every day," Kirby said. "It's just a matter of getting more dangerous exposures."

Researchers urge that it is still safe to swim and play in the water, as long as you don't have a cut. Aeromonas can also cause stomach cramps and diarrhea if contaminated water is ingested.

How can river pollution be prevented?

If large amounts of fertiliser or farm waste drains into a river or lake, the algae uses these substances to grow rapidly, turning the water green. If oil enters either a slow moving river or a lake, it causes the surface to turn rainbow colours which prevents oxygen from entering the water. Industry often uses water for cooling processes, sometimes discharging warm water back into rivers or lakes. Making the water warmer makes the level of dissolved oxygen lower.

Memorial Day is a federal holiday observed annually in the United States on the last Monday of May.[1] Formerly known as Decoration Day, it originated after the American Civil War to commemorate the fallen Union soldiers of the Civil War. (Southern ladies organizations and southern schoolchildren had decorated Confederate graves in Richmond and other cities during the Civil War, but each region had its own date. Most dates were in May.) By the 20th century Memorial Day had been extended to honor all Americans who have died in all wars. Memorial Day is a day of remembering the men and women who died while serving in the United States Armed Forces.[2] As a marker it typically marks the start of the summer vacation season, while Labor Day marks its end.
Many people visit cemeteries and memorials, particularly to honor those who have died in military service. Many volunteers place an American flag on each grave in national cemeteries.[3]
By the early 20th century, Memorial Day was an occasion for more general expressions of memory, as people visited the graves of their deceased relatives in church cemeteries, whether they had served in the military or not. It also became a long weekend increasingly devoted to shopping, family gatherings, fireworks, trips to the beach, and national media events such as the Indianapolis 500 auto race, held since 1911 on the Sunday of Memorial Day weekend.[4]
Annual Decoration Days for particular cemeteries are held on a Sunday in late spring or early summer in some rural areas of the American South, notably in the mountains. In cases involving a family graveyard where remote ancestors as well as those who were deceased more recently are buried, this may take on the character of an extended family reunion to which some people travel hundreds of miles. People gather on the designated day and put flowers on graves and renew contacts with kinfolk and others. There often is a religious service and a "dinner on the ground," the traditional term for a potluck meal in which people used to spread the dishes out on sheets or tablecloths on the grass. The sheer number of dead soldiers, both Union and Confederate, meant that burial and memorialization would become important following the war. People in towns, particularly women, had buried the dead and decorated graves during the war. In 1865, the federal government began a program of creating national cemeteries for the Union dead.
Following President Abraham Lincoln's assassination in April 1865, there were a variety of events of commemoration. The first known observance of a Memorial Day-type observance was in Charleston, South Carolina on May 1, 1865. During the war, Union soldiers who were prisoners of war had been held at the Charleston Race Course; at least 257 Union prisoners died there and were hastily buried in unmarked graves.[5]
Freedmen (freed slaves) knew of the Union dead and decided to honor them. Together with teachers and missionaries, blacks in Charleston organized a May Day ceremony covered by the New York Tribune and other national papers. Years later, it came to be called the "First Decoration Day" in the North. Beforehand the freedmen had cleaned up and landscaped the burial ground, building an enclosure and an arch labeled, "Martyrs of the Race Course." Nearly ten thousand people, mostly freedmen, gathered on May 1 to commemorate the dead. Involved were 3,000 schoolchildren newly enrolled in freedmen's schools, mutual aid societies, Union troops, and black ministers and white northern missionaries. Most brought flowers to lay on the burial field. Today the site is used as Hampton Park.[6]
The historian David W. Blight described the day:
"This was the first Memorial Day. African Americans invented Memorial Day in Charleston, South Carolina. What you have there is black Americans recently freed from slavery announcing to the world with their flowers, their feet, and their songs what the War had been about. What they basically were creating was the Independence Day of a Second American Revolution.”[7]

[edit]In the North

The friendship between General John Murray, a distinguished citizen of Waterloo, New York, and General John A. Logan, who helped bring attention to the event nationwide, was likely a factor in the holiday's growth.[citation needed] On May 5, 1868, in his capacity as commander-in-chief of the Grand Army of the Republic - the organization for Union Civil War veterans - Logan issued a proclamation that "Decoration Day" should be observed nationwide.[8] It was observed for the first time on May 30 of the same year; the date was chosen because it was not the anniversary of a battle.[9]
Events were held in 183 cemeteries in 27 states in 1868, and 336 in 1869. The northern states quickly adopted the holiday; Michigan made "Decoration Day" an official state holiday in 1871 and by 1890, every northern state followed suit. The ceremonies were sponsored by the Women's Relief Corps, which had 100,000 members. By 1870, the remains of nearly 300,000 Union dead had been reinterred in 73 national cemeteries, located near the battlefields and therefore mostly in the South. The most famous are Gettysburg National Cemetery in Pennsylvania andArlington National Cemetery, near Washington.
The Memorial Day speech became an occasion for veterans, politicians and ministers to commemorate the War - and at first to rehash the atrocities of the enemy. They mixed religion and celebratory nationalism and provided a means for the people to make sense of their history in terms of sacrifice for a better nation. People of all religious beliefs joined together, and the point was often made that the German and Irish soldiers had become true Americans in the "baptism of blood" on the battlefield. By the end of the 1870s much of the rancor was gone, and the speeches praised the brave soldiers both Blue and Gray. By the 1950s, the theme was American exceptionalism and duty to uphold freedom in the world.
Ironton, Ohio, lays claim to the nation's oldest continuously running Memorial Day parade. Its first parade was held May 5, 1868, and the town has held it every year since. However, the Memorial Day parade in Doylestown, Pennsylvania, predates Ironton's by one year.[10]

Historians have traced how a separate tradition of memorial Day observance which emerged in the South was linked to the Lost Causeand partially merged into the national day of memory. Historians acknowledge that the Ladies Memorial Association played a key role in that development.[11] Starting in 1866, the Southern states established Confederate Memorial Day, with dates ranging from April 25 to mid-June. By 1916, the June 3 birthday of Confederate President Jefferson Davis was observed as a state holiday in 10 southern states.[citation needed] Across the South, associations were founded after the War, many by women, to establish and care for permanent cemeteries for Confederate soldiers, organize commemorative ceremonies and sponsor impressive monuments as a permanent way of remembering the Confederate cause and tradition. The most important was the United Daughters of the Confederacy, which grew from 17,000 members in 1900 to nearly 100,000 women by World War I. They were "strikingly successful at raising money to build Confederate monuments, lobbying legislatures and Congress for the reburial of Confederate dead, and working to shape the content of history textbooks."[12]
On April 25, 1866 women in Columbus, Mississippi laid flowers at the graves of both the Union and Confederate casualties buried in its cemetery.[13] The early Confederate Memorial Day celebrations were simple, somber occasions for veterans and their families to honor the day and attend to local cemeteries. Around 1890, there was a shift from this consolatory emphasis on honoring specific soldiers to public commemoration of the Confederate cause.[citation needed] Changes in the ceremony's hymns and speeches reflect an evolution of the ritual into a symbol of cultural renewal and conservatism in the South. By 1913, Blight argues, the theme of American nationalism shared equal time with the Lost Cause.[14]

[edit]At Gettysburg

The ceremonies and Memorial Day address at Gettysburg National Park became nationally well known, starting in 1868. In July 1913, veterans of the United States and Confederate armies gathered in Gettysburg to commemorate the fifty-year anniversary of one of the Civil War's bloodiest and most famous battle.
The four-day "Blue-Gray Reunion" featured parades, re-enactments, and speeches from a host of dignitaries, including PresidentWoodrow Wilson, the first Southerner elected to the White House since the War. James Heflin of Alabama was given the honor of the main address. Heflin was a noted orator; two of his best-known speeches were an endorsement of the Lincoln Memorial and his call to make Mother's Day a holiday. His choice as Memorial Day speaker was criticized, as he was opposed for his racism. His speech was moderate in tone and stressed national unity and goodwill, which gained praise from newspapers.

[edit]Flags at half-staff until noon

On Memorial Day the flag is raised briskly to the top of the staff and then solemnly lowered to the half-staff position, where it remains only until noon. It is then raised to full-staff for the remainder of the day.[15]
The half-staff position remembers the more than one million men and women who gave their lives in service of their country. At noon their memory is raised by the living, who resolve not to let their sacrifice be in vain, but to rise up in their stead and continue the fight for liberty and justice for all.

[edit]Name and date

The preferred name for the holiday gradually changed from "Decoration Day" to "Memorial Day", which was first used in 1882. It did not become more common until after World War II, and was not declared the official name by Federal law until 1967. On June 28, 1968, the Congress passed the Uniform Holidays Bill, which moved four holidays, including Memorial Day, from their traditional dates to a specified Monday in order to create a convenient three-day weekend. The change moved Memorial Day from its traditional May 30 date to the last Monday in May. The law took effect at the federal level in 1971. The Veterans of Foreign Wars (VFW) and Sons of Union Veterans of the Civil War (SUVCW) advocate returning to the original date, although the significance of the date is tenuous. The VFW stated in a 2002 Memorial Day Address:
Changing the date merely to create three-day weekends has undermined the very meaning of the day. No doubt, this has contributed a lot to the general public's nonchalant observance of Memorial Day.[16]
Since 1987, Hawaii's Senator Daniel Inouye, a World War II veteran, has introduced a measure to return Memorial Day to its traditional date.[17]
After some initial confusion and unwillingness to comply, all 50 states adopted Congress's change of date within a few years. Memorial Day endures as a holiday which most businesses observe because it marks the unofficial beginning of summer.

[edit]Traditional observance

Many people observe Memorial Day by visiting cemeteries and memorials. A national moment of remembrance takes place at 3 pm local time. Another tradition is to fly the flag of the United States at half-staff from dawn until noon local time. Volunteers often place American flags on each grave site at national cemeteries.
For many Americans, the central event is attending one of the thousands of parades held on Memorial Day in large and small cities all over the country. Most of these feature marching bands and an overall military theme with the National Guard and other servicemen participating along with veterans and military vehicles from various wars.
One of the longest-standing traditions is the running of the Indianapolis 500, an auto race which has been held in conjunction with Memorial Day since 1911. It runs on the Sunday preceding the Memorial Day holiday. The Coca-Cola 600 stock car race has been held later the same day since 1961. The Memorial Tournament golf event has been held on or close to the Memorial Day weekend since 1976.
Because Memorial Day is generally associated with the start of the summer season, it is common tradition to inaugurate the outdoor cooking season on Memorial Day with a barbecue.[18]
The National Memorial Day Concert takes place on the west lawn of the United States Capitol. The concert is broadcast on PBS andNPR. Music is performed, and respect is paid to the men and women who gave their lives for their country.

[edit]Start of "summer"

Most school districts that had their school year begin in late August will end school on the Friday before this day, while schools that started the school year the day after Labor Day in early September will remain in session until early June.
Across most of the central and southern continental United States, summer-like weather generally does begin reasonably close to Memorial Day time (somewhere between mid-May and early June being the norm). But in the northernmost and westernmost parts of the country, the holiday makes a far less reliable seasonal marker. In these areas, cooler and unsettled spring weather often continues into June. (In the Pacific Northwest, there is a somewhat popular expression that "real" summer begins on the 5th of July.)

Scholars[19][20][21][22], following the lead of sociologist Robert Bellah, often make the argument that the United States has a secular "civil religion" - one with no association with any religious denomination or viewpoint - that has incorporated Memorial Day as a sacred event. The obligation of both collective and individual to carry out God's will on earth is a theme that lies deep in the American tradition. With the Civil War, a new theme of death, sacrifice and rebirth enters the civil religion. Memorial Day gave ritual expression to these themes, integrating the local community into a sense of nationalism. The American civil religion, in contrast to that of France, was never anticlerical or militantly secular; in contrast to Britain, it was not tied to a specific denomination, such as the Church of England. The Americans borrowed from different religious traditions so that the average American saw no conflict between the two, and deep levels of personal motivation were aligned with attaining national goals.[23]

Charles Ives's symphonic poem Decoration Day depicted the holiday as he experienced it in his childhood, with his father's band leading the way to the town cemetery, the playing of "Taps" on a trumpet, and a livelier march tune on the way back to the town. It is frequently played with three other Ives works based on holidays as the second movement of A New England Holidays Symphony.

Churlish souls stint their contributions to the ministry and missionary operations, and call such saving good economy; little do they dream that they are thus impoverishing themselves. Their excuse is that they must care for their own families, and they forget that to neglect the house of God is the sure way to bring ruin upon their own houses. Our God has a method in providence by which He can succeed our endeavours beyond our expectation, or can defeat our plans to our confusion and dismay; by a turn of His hand He can steer our vessel in a profitable channel, or run it aground in poverty and bankruptcy. It is the teaching of Scripture that the Lord enriches the liberal and leaves the miserly to find out that withholding tendeth to poverty. In a very wide sphere of observation, I have noticed that the most generous Christians of my acquaintance have been always the most happy, and almost invariably the most prosperous. I have seen the liberal giver rise to wealth of which he never dreamed; and I have as often seen the mean, ungenerous churl descend to poverty by the very parsimony by which he thought to rise. Men trust good stewards with larger and larger sums, and so it frequently is with the Lord; He gives by cartloads to those who give by bushels. Where wealth is not bestowed the Lord makes the little much by the contentment which the sanctified heart feels in a portion of which the tithe has been dedicated to the Lord. Selfishness looks first at home, but godliness seeks first the kingdom of God and His righteousness, yet in the long run selfishness is loss, and godliness is great gain. It needs faith to act towards our God with an open hand, but surely He deserves it of us; and all that we can do is a very poor acknowledgment of our amazing indebtedness to His goodness.
